Recital 20
(20) The Authority should assist the Commission by undertaking an annual review of the measures taken the Member States informing theknowledge of citizens aboutof the existence and use of the single European emergency call number "112”. The Authority's annual review would identify best practices and remaining bottlenecks and would contribute to improve the level of protection and security of citizens travelling in the European Union.

(22a) Global telecommunications services are a particular case where harmonising conditions of authorisation might be necessary. It is generally recognised that these services, consisting of managed business data and voice services for multinational companies with locations in different countries, and often different continents, are inherently cross-border and, within Europe, pan-European. The Authority should develop a common regulatory approach so that the economic benefits of integrated, seamless services can accrue to all parts of Europe.

(ia) assist the Member States and the national regulatory authorities in matters pertaining to the interoperability of telecommunication systems used by emergency services, especially during major emergencies and disasters, and to the establishment of the communication system for warning and alerting citizens provided for in Article 26a of Directive 2002/22/EC.

Implementation of the European Emergency telecommunications Emergency Number 112 1. The Authority shall undertake an annual review of measures taken bythe implementation of the single European emergency call number "112" by the Member States to inform, as well as the knowledge of citizens aboutof the existence and use of the single European emergency callat number "112", based on the information receivedevaluations by independent bodies carried out pursuant to Article 26(46) of Directive 2002/22/EC (Universal Service Directive). The results of this review shall be included in the annual report referred to in Article 21(2).

The Authority shall at the request of the Commission, deliver an opinions to the Commission on the technical issues related to the implementation of: (a) the European emergency call number 112 in accordance with Article 26 of Directive 2002/22/EC; (Universal Service Directive)b) interoperability issues concerning telecommunication systems for emergency services; (c) the EU-wide communication system for warning and alerting citizens provided for in Article 26a of Directive 2002/22/EC.
