Accordingly, requests that, as a condition for authorising the Commission to negotiate an FTA with Japan, the Council insists on a binding review clause within one year of the launch of negotiations to allow for a thorough assessment of the implementation of the roadmaps for NTBs and the roadmap on public procurement for railways and urban transport agreed in the scoping exercise;
