Recital 16 a (new)
(16a) Reducing gaseous and particulate emissions in engines installed in non-road mobile machinery is very similar to the processes deployed in heavy duty vehicles (HDVs) as both face similar technology constraints and often share the same market segment. It is therefore appropriate to align NRMM emission limits with those in place for HDVs.

(16b) Due to long lifetimes of much non- road mobile machinery it is equally appropriate to consider retrofitting the engines already in use. Such retrofit should focus on densely populated areas and those that are in breach of the Union air quality legislation and should follow the UNECE Retrofit Emission Control (REC) regulations.

(16c) Given the success of voluntary EEV standard for HDVs introduced in Directives 1999/96/EC and 2005/55/EC, a similar voluntary Advanced Emission Technology (AET) standard should also be introduced for NRMM at Union level, consistent with the principles of the Union single market.

Article 57a Retrofit 1. Member States shall put in place programmes and incentives to ensure that the engines above 56kW installed in existing non-road mobile machinery that is used in urban densely populated areas are retrofitted with the latest emission abatement technology. 2. Manufacturers shall ensure that the retrofit referred to in paragraph 1 meets the Class IV provisions of UNECE Retrofit Emission Control Regulation.
