3 a. Following the recognition of a public health emergency or a request for assistance referred to in Article 4 (3), the Agency shall establish: (a) a minimum stock level for wholesale distributors and other legal entities entitled to supply the public with medicinal products included on the critical medicines lists; (b) an emergency preparedness plan to fast track an increase in the production capacity so that it is sufficient to fulfil Union needs for the medicinal products included on the critical medicines lists.
