When selecting barriers to be removed, Member States shall primarily consider the ecological benefits of the barrier removal and its potential to improve connectivity between marine and freshwater ecosystems, in particular for species protected under Directive 92/43/EEC and Regulation (EC) No 1100/2007.

Member States, the European Scientific Panel on Biodiversity and the national scientific panels on biodiversity, according to Article 11 paragraph 2 of this Regulation, shall review and update their national restoration plans at least once every 105 years, in accordance with Articles 11 and 12, taking into account progress made in the implementation of the plans, the best available scientific evidence as well as available knowledge of changes or expected changes in environmental conditions due to climate change.
