Article 2
Endorses the substance of Article 2(3) of the EU Treaty under the Treaty in the version resulting from the Treaty of Lisbon, linking the objective of establishing an internal market with horizontal objectivesWholeheartedly endorses the Lisbon Treaty and takes particular note of: - the objective of establishing an internal market linked with horizontal elements of a social and ecological hue, - the internal market, economic, social and territorial cohesion, consumer protection and common safety measures with respect to public health as key areas of activity in which the European Union shares its powers with the Member States, - the importance attached to the promotion of a social and ecological hue, such as sustainable development, a 'highly competitive social market economy aiming at full employment and social progress', and the protection and improvement of the quality of the environment; territorial cohesion, - the call for the Member States to endeavour to achieve the extensive liberalisation of services insofar as their general economic situation and the economic sectors concerned so permit, - competition policy as an instrument in shaping the functioning of the internal market, but not an end in itself, - the respect given to national, regional and local authorities in the field of services of general interest, - the exclusive competence of the European Union in the area of customs union and the legislative powers of the European Parliament and the Council in respect of measures to extend customs cooperation;
