Welcomes the intention of the Commission to increase consultation and dialogue with civil society; notes that these consultations should take account of the new, special role of local and regional authorities, since it is they that transpose the EU rules; regards as inappropriate, therefore, the list of consultation partners in the Commission’s proposal, which mentions local authorities last (COM(2010) 608, Proposal 48); calls on the Commission to upgrade the role of local and regional authorities accordingly in line with the Lisbon Treaty;
