Recalls the G20 agreement in Pittsburgh in 2009 to phase out of subsidies for fossil fuels; believes that public subsidy for fossil fuel infrastructure will also need to be phased out over time and suggests that priority for EU-supported financing instruments should be given to projects with significant European interest and contribution to European climate and renewables objectives;

Highlights that the development of electricity infrastructure between the EU and third countries can create a risk of carbon leakage or increase that risk where already present; calls on the Commission to monitor electricity imports and be prepared to introduce measures to require for importers to surrender ETS allowances if it detects unfair competition in the internal market;

7. Concurs with the Commission that the blue print methodology will turn into reality the priority projects through faster and more transparent permit granting procedures, while at the same time calls on the Commission and the Member States to adapt accordinglyensure more effective, efficient and transparent the Environmental Impact Assessment and Strategic Environmental Assessment procedures; moreover, stresses the need to increase public participation in the decision-making process which can improve public trust and acceptance of the installations.
