1. Highlights that the 2022 EU budget and its implementation as well as the 2021- 2027 multiannual financial framework (MFF) as a whole should meet the expectations of citizens that the recovery from the COVID-19 pandemic and economic crises will be fast, resilient, sustainable, socially fair and equitable, and that it should accelerate the transition to an economy that ensures wellbeing within planetary boundaries;

Stresses that this budget should contribute to achieving the revised 2030 EU climate and environmental targets – including halting and reversing biodiversity loss – the EU’s energthe targets and objectives laid down in the biodiversity and farm to fork strategies – the EU’s energy and circular economy targets and the objective of making the EU climate-neutral by 2050 at the latest in line with the Paris Agreement, while ensuring a green and just transition through the European Green Deal;

3. Emphasises the importance of achieving the EU’s climate and biodiversity mainstreaming targets1 as soon as possible, including by using the new funds available under the Next Generation EU (NGEU) instrument, in particular the Recovery and Resilience Facility2 and the Just Transition Fund; calls on the Commission to assess whether the national recovery and resilience plans collectively put the Union on track towards achieving the 7,5% biodiversity spending target by 2024 and to report the assessment to Parliament; highlights that it is essential that funding from the multiannual financial framework and the NGEU is only awarded for activities which are in line with the ‘do no significant harm’ principle and are consistent with the Paris Agreement objectives as laid down in the European Council conclusions of 21 July 2020; ; _____________ 1 30 % of EU expenditure contributing to climate objectives, and annual spending levels for biodiversity of at least 7.5 % in 2024, increasing to 10 % in 2026 and 2027. 2At least 37 % of RRF spending contributing to climate objectives.

Considers that all efforts should be made to reach the 10% annual spending target on biodiversity as soon as possible from 2021 onwards; calls on the Commission, ahead of the mid-term review of the MFF, to carry out an assessment on whether the climate and biodiversity spending targets are sufficient to meet the objectives of the 8th Environmental Action Programme, or whether they need to be increased;

Recalls that Union expenditure should be consistent with the "do no harm" principle of the European Green Deal; notes that the Commission issued technical guidance on the application of “do no significant harm” under the Recovery and Resilience Facility; calls on the Commission to issue further technical guidance to ensure that Union spending under all programmes respects the “do no harm” principle and to avoid that projects that were deemed in violation of the “do no significant harm” provision under the Recovery and Resilience Facility are supported by other Union programmes;

Recognises that the Common Agricultural Policy (CAP) plays a key role in ensuring whether the climate and biodiversity spending targets are achieved or not; is particularly worried that the CAP contribution to climate and biodiversity spending has been grossly overestimated and will further degrade European environmental conditions, as assessed by the European Court of Auditors; reiterates its call for the CAP to be fully in line with the Union's increased climate and biodiversity ambition; calls on the Commission to assess the coherence of the updated CAP with the Union's increased climate and biodiversity objectives and to propose remedies to ensure full alignment of the CAP with those objectives;

Demands that all infrastructure investments are resilient to adverse climate change impacts and are in line with the Energy Efficiency First Principle as well as the objective of limiting global warming to under 1.5 C; calls for the integration of greenhouse gas emissions into the mandatory cost-benefit analysis of the project over the entire lifecycle of the project using the most likely baseline in order to avoid stranded assets;
