Notes that the events unfolding on the southern shore of the Mediterranean have demonstrated the limitations of a focus on security and stability, which has failed to stamp out poverty and social injustice; believes that, although there has been economic growth, its benefits have not been distributed fairly; highlights the need for a paradigm shift aimed at the genuine consolidation of democracy on the basis of endogenous, sustainable development that benefits the local population; takes the view that the EU must encourage the establishment of an environment conducive to the development of a democratic society;

Stresses the need for a decentralised approach which complements the political dimension and is better able to take account of the realities of daily life in the countries concerned, by means of support for both local and regional organisations which help to consolidate democracy by creating forums for dialogue and exchanges of good practices with the Union and also with other partner countries in the same region;
