Takes the view that restricting funding in the areas of culture, education, sport and youth policies sets a bad example to those drawing up national budgets in the Member States, as it sends a message that savings need to be made in these areas, which are fundamental to the implementation of the flagship initiatives of the Europe 2020 strategy;
