(8) ITo ensure the integrity and quality management in the development, production and dissemination of European statistics under this Regulation, the national and European statistical authorities should respect the principles set out in and allow for a more rigorous application of the European Statistics Code of Practice, attached to the Recommendation of the Commission of 25 May 2005 on the independence, integrity and accountability of the national and Community statistical authorities, and the Commission Communication to the European Parliament and the Council of 15 April 2011 on robust quality management for European statistics.

Article 5 a Transparency 1. Each Member State shall ensure that its system of National Accounts is established in a standardised manner, where appropriate and necessary, and strengthened with audit mechanisms. 2. Eurostat's website shall allow easy access to complete long-term data series and include intuitive comparative graphs in order to give more added value to citizens. Eurostat's periodic updates shall provide information on each Member State, where appropriate and where the benefits are greater than the costs of collection.

1. The financial envelope for the implementation of this programme is hereby set at 299.4[xxx] million Euros, including 57.3[xxx] million Euros covered by the programming period 2007 to 2013 and 242.1[xxx] million Euros covered by the programming period 2014 to 2017.

Article 6 – paragraph 1 a (new)
1a. An assessment of cost savings which will be achieved from both the EU and Member States shall be prepared before finances are committed to the programme, especially given the potential for cost savings as a result of developments in the area of information and communication technology.
