    In approving the report by Mr Paul LANNOYE (Greens, B), on a proposal from the Commission to the Council on a decision concerning the conclusion on behalf of the Community of the Espoo (Finland) Convention on Environmental Impact in a Transboundary Context, Parliament called on the Member States to take the necessary measures to ensure that the Community and its Member States deposited their ratification instruments quickly and at the same time, if possible. Parliament also called on the Member States to take measures to integrate into their national legislation all of the measures contained in the Convention, incorporating in particular the new proposals in the articles on the scope of the Convention, the a posteriori analysis procedure and the content of the assessment file (amendment by the Committee on the Environment). �

    Une convention relative à l'évaluation de l'impact environnemental dans un contexte transfrontalier a été signée à Espoo (Finlande) le 25 février par 27 pays, dont les 12 Etats membres et la Communauté en tant que telle. La Commission estime qu'eu egard à leurs compétences respectives, il est très souhaitable pour la Communauté et ses Etats membres de conclure cette convention en déposant leurs instruments de ratification au même moment. A cette fin, une décision demandant qu'à une date donnée, tous les Etats membres informent la Commission de leurs intentions relatives à la ratification doit être adoptée afin que les instruments de ratification de la Communauté et d'un nombre aussi élevé que possible d'Etats membres puissent être déposés en même temps.
