In adopting the recommendation for second reading by Mr Glante, the European Parliament amended the Council's common position by emphasising the universal nature of the ISDN (Integrated Services Digital Network), which should be accessible to both SMEs and large companies and which should also operate on a cross-border basis. The EP also recommended actions on staff training with regard to the distribution and availability of EURO-ISDN terminals, particularly among SMEs. �

Mr GLANTE felt that the use of the EURO-ISDN network should be expanded through a reduction in costs. Europe was at the forefront of this industry and should develop it by creating jobs. The amendments highlighted the universal nature of this network (which should be defined as broadly as possible); it should therefore be accessible to both SMEs and large businesses. Commissioner BANGEMANN underlined the importance of a universal service through EURO-ISDN and the role of SMEs. He noted that public funds could not be used to finance ISDN infrastructure. As regards the amendments, he opposed Amendment No 3 as this Decision did not imply any financial commitment by a Member State. He also rejected the first part of Amendment No 4 as it called on the Member States to take measures to complement those taken by the Union.

The common position adopted by the Council takes account of the report of the Bangemann group and the conclusions of the European Council of Corfu, without amending the objectives pursued by the initial proposal. The common position adopted four of the six amendments proposed by Parliament and accepted by the Commission, and in particular those which: - sought to extend the EURO-ISDN to members of the European Economic Area; - proposed that the wording would equally apply to applications software; - sought to include third countries in order to allow them to become involved in projects of common interest and to promote the interconnection and interoperability of their Integrated Services Digital Networks; - introduced into the proposed measures the list of five basic services (plain file transfer, electronic mail and messaging services, generalized access to databases, videophony and facsimile group 4). The Council also added a number of provisions to the proposal put forward by the Commission, including: - a new Article 2 which covered the definition of certain terms used in the measure; - references to economic and social cohesion and to the needs of enclave regions and remote areas; - a new Article 7 indicating that the Decision did not imply any financial commitment by a Member State or by the Community; - a new Annex I containing definitions for the technical terms used in the Decision; - an amendment of Annexes II defining the projects of common interest in the light of the recommendations put forward by the Bangemann report and the conclusions of the European Council of Corfu. �

The European Parliament adopted the report by Mr Claude DELCROIX on the proposal for a Council decision on the general guidelines and the multi-annual Community action concerning the development of ISDN as a trans-European network (TEN-ISDN). The Integrated Services Digital Network "was the key element in the European strategy on telecommunications networks". In fact, it was the link between the current telephone network and the future "information highways". The first proposal for a Council decision laid down a global framework for the development of ISDN with a series of objectives (harmonised infrastructure and services, full geographical coverage in all the Member States) and actions required to achieve them (elimination of bottlenecks, end-to-end interoperability of telematic services, etc.). The second proposal concerned the multi-annual programme aimed at supporting the projects of common interest relating to the development of ISDN. This support should enable the implementation of ISDN infrastructures and services with a view to ensuring the interconnection of networks and interoperability of applications. The amendments adopted by the European Parliament aimed to improve the clarifications in both texts. Moreover, the question of financing, which was scarcely mentioned in the Commission text, was the subject of amendments, providing in particular for the financing of infrastructures, among other things, by Community funds. �

The proposal for a decision defines the guidelines for the adoption of an outline scheme concerning the objectives, priorities, broad lines of action and a number of projects of common interest for the implementation of the integrated services digital network (ISDN) as a trans-European network. The principal objectives are as follows: - availability of a Euro-ISDN infrastructure comprising a minimum range of harmonised services; - full geographical coverage by Euro-ISDN in all Member States. The priorities are as follows: - rapid availability of Euro-ISDN services for all professional users, especially SMEs; - maximising use of Euro-ISDN within the Community; - facilitating access to modern communications for the outlying regions. The broad categories of measures are as follows: - eliminating obstacles to the deployment of Euro-ISDN; - ensuring end-to-end interoperability of telematic services; - migration of public and private sector applications to Euro-ISDN; - promotion of Euro-ISDN terminal equipment. �
