    The Commission's modified proposal adopted Parliament's amendments relating to: deadlines for the implementation of the programme (the first commitment of appropriations was to be made within a maximum period of twelve months following the adoption of the programme); efforts towards simplifying and improving the procedures and making them more transparent; personnel and operating expenditure, and the reference to financial perspectives. As regards the technical content of the programme, the Commission retained the following amendments: to encourage the widest possible access of citizens to the new information infrastructures; to promote the efficiency of European industry and services of public interest; to develop mobile communication applications in the health sector; to give priority to the telecommunications needs of major libraries; to give priority to validation projects which include several telematics applications at the same rural or urban site and to encourage the exchange of acquired experience between these sites; to promote research into linguistic engineering capable of producing results which can be readily transposed to industrial and commercial applications; to allocate a high priority to cooperation with the countries of Latin America. The Commission rejected the amendments relating to comitology, international cooperation (extension of the Commission's mandate for negotiation to the countries of the Mediterranean basin) and the systematic allocation of priority to SMEs during project selection. �

    The purpose of this proposal for a decision is to establish a specific RTD and demonstration programme in the field of telematics applications of common interest for the period 1994-1998. - Amount deemed necessary: ECU 843 million. - General objective of the programme: to develop information and communication technology applications, focusing on their interoperability throughout the European Union. Activities will cover nine vertical sectors of application grouped into three main research fields: - telematics for services of public interest: administrations, health care and transport; - telematics for knowledge: researchers, libraries, education and training; - telematics for employment and improving living conditions: urban and rural zones, senior citizens and the disabled, environmental protection. A fourth field includes horizontal RTD activities relating to telematics engineering, information engineering and linguistic engineering, which will be conducted in order to strengthen sectoral activities. Participation in the programme is open, with financial support from the Community, to all legal entities established in the Community or in an associated country following an agreement with the said third country, and to the Joint Research Centre. The programme will be implemented through shared cost actions, concerted actions, specific measures and accompanying measures relating to international cooperation, the dissemination of results and the training of researchers and users. The Commission is authorised to start negotiations with a view to concluding international agreements with third European countries, in order to associate them with all or part of the programme.�
