Parliament approved the Commission proposal subject to its amendments, which aimed to: - prolong to 1 January 1998 the timetable for the re-measuring of all medium-sized vessels in accordance with Annex I to the 1969 Convention, - ensure that the cost of re-measuring the gross tonnage of medium-sized vessels (between 10 and 24 metres long) was financed 50% by the vessel owner and 50% by the Community, - make provision for official certification for compliance with working conditions. �

The proposal for a regulation aimed to amend Regulation (EEC) No 2930/86 defining the characteristics of fishing vessels with a view to harmonising within the Community the gross tonnage of vessels of all sizes. The amendments related to the definition and calculation of the gross tonnage of large, medium and small vessels. It was proposed that: - the gross tonnage of new and existing large fishing vessels (over 24 metres) should be defined and measured in accordance with Annex I to the 1969 Convention on Tonnage Measurement of Ships; - the gross tonnage of new medium-sized fishing vessels (10-24 metres) should be measured in accordance with Annex I of the 1969 Convention; - the gross tonnage of small vessels (under 10 metres) should be defined and measured according to a formula using simple measurements that were easily accessible. In order to define the gross tonnage of small vessels and to assess the gross tonnage of existing large vessels, a simple formula was introduced which incorporated only the overall length, the breadth and the depth of the vessel. It was proposed that the timetable for re-measuring existing medium-sized vessels be prolonged to 1996. �
