  The Commission incorporated in its amended proposal the vast majority of the amendments adopted by Parliament in its plenary session. Among other things, these amendments will give Parliament the possibility to receive useful information in relation to the clearing of the accounts in the course of exercising its discharge role (e.g. conformity audits).The Commission also took account of Parliament’s demand to be immediately informed of all documents useful for the discharge procedure.

  The European Parliament approved the Commission proposal, subject to certain amendments aimed at providing Parliament with the all the relevant information with regard to the clearance of accounts to enable it to give its opinion on the discharge. Parliament asked in particular that: - each clearance decision under the second stage of the new procedure (compliance audits) be forwarded to the European Parliament for discharge; - a protocol be drawn up between Parliament and the Commission to establish the methods for providing the documents needed for this procedure; - arrangements be adopted to enable the Court of Auditors to submit to the EP a report on each clearance decision. �

  This proposal was linked to the proposal aimed at revising Regulation (EEC) no 729/70 on the financing of the CAP. The changes envisaged, namely the division of the procedure for the clearance of accounts into two distinct procedures - the rendering and approval of accounts on one hand, and checks on conformity on the other - had the effect of adapting the financial regulation of 31 December 1997, which applied to the general budget of the European Communities. �
