summary
Adopting the second report by Mr Glyn FORD (PSE, UK), the European Parliament amended Article 9 of its Rules of Procedure to include a new Annex IX concerning lobbyists to European Parliament and, more importantly, the arrangements for passes and the obligations incumbent upon assistants to MEPs. The text states that : - any person requiring frequent access to the premises of the European Parliament with a view to supplying information to members within the framework of their parliamentary mandate in their own interests or those of third parties must sign a register kept by the quaestors and respect the code of conduct set out in Annex IX of the Rules of Procedure. They must also obtain a nominative annual pass, to be issued by the quaestors, who shall be responsible for issuing these passes. This register shall be made available to the public on request in all of Parliament's places of work and, in the form laid down by the quaestors, in its information offices in the Member States. The technical arrangements in Annex IX of the Rules of Procedure state that: - the pass shall consist of a plastic card, bearing a photograph and indicating the full name of the holder and the name of the firm, organization or person for whom the holder works; - the pass shall be worn visibly at all times and failure to do so may lead to its withdrawal; - annual passes shall only be renewed if holders have fulfilled the obligations set out in Article 9. If a pass is disputed by a member, the quaestors shall decide whether to maintain or withdraw the pass; - passes issued to lobbyists shall be distinguished by their shape and colour from passes issued to occasional visitors and shall only entitle holders to attend public meetings of the European Parliament. It shall not entitle the holder to derogations from access rules applicable to other Union citizens. As far as assistants are concerned, Article 2 of the new Annex states that the quaestors shall determine the maximum number of assistants who may be registered by members at the beginning of the parliamentary term. On taking up their duties, registered assistants shall make a written declaration of their professional activities and any other remunerated functions or activities. They shall have access to Parliament under the same conditions as those which currently apply to the staff of the secretariat or the political groups. All other persons, including those working directly with members, shall only have access to Parliament under the conditions laid down in these rules.�
