The rapporteur, Mr LINKHOR, welcomed the fact that the common position of the Council had taken over the main amendments drawn up by Parliament at first reading. He regretted that the administrative costs associated with the introduction of the projects were seriously diminishing the impact of the appropriations and was disappointed to see that the research share of GDP was declining throughout the European Union. Finally, the rapporteur protested about the fact that Parliament was unable to intervene in the area of nuclear research programmes. He therefore thought that the Intergovernmental Conference should institute the codecision procedure in the EURATOM Treaty. As regards the financial supplement to the Fourth Framework Programme, Commissioner CRESSON pointed out that the Commission was faced with the problem of being realistic while at the same time delivering an efficient system. Given the difficult budget conditions, and in view of the fact that the Council had reached its decision by unanimous agreement, the Commissioner thought that the allocation of ECU 700 million was far from negligible. Finally, with regard to the slow pace and administrative cost of the procedures Mrs Cresson, while expressing her desire to see the situation improved, wanted the Commission to adopt a strict approach to the management of the programmes.

The common position increased the overall amount of the fourth framework programme of research and technological development by ECU 718 million allocated in a linear fashion between the four activities. The total amount for the Euratom framework programme was also increased by ECU 82 million. The Council retained Parliament's amendment concerning a slight modification with respect to the allocation of the funds between the two periods covered by the framework programme (1994-1996 and 1997-1998) as it was more in line with the preliminary draft budget for 1996. As regards the amendment aimed at increasing the additional appropriations of ECU 700 million by the same rate of 7%, the Council reached a compromise in the form of a declaration which the EP was asked to support. This declaration stated that the Decision in no way precluded the decision to be taken to increase the maximum amount available for the fourth framework programme of research and technological development. The same was true for the decision to increase the amount available for the Euratom framework programme. �

The European Parliament adopted the report by Mr Rolf LINKHOR (PSE, D). It accepted the Commission's proposal increasing the financial framework established for the fourth framework programme in April 1994 from ECU 12.3 billion (ECU 11 046 million for the EC and ECU 1 254 million for Euratom) to ECU 13.161 billion (ECU 11 819 million for the EC and ECU 1 342 million for Euratom). With regard to the supplementary financing of ECU 700 million, which should be dealt with in a decision in June 1996 at the latest, the European Parliament felt that this should also be adjusted following enlargement by applying the same 7% rise, thus increasing it to ECU 749 million. In allocating this sum, the distribution envisaged between EC programmes and Euratom programmes should be respected. To achieve greater equilibrium, the EP also proposed a small adjustment to the suggested reference envelopes for financing the first instalment (1995-96) and second instalment of the fourth framework programme. �

Mr LINKOHR (PSE, D) noted that Parliament had a power of codecision in the area of non-nuclear research, but could only be consulted on nuclear research. It was crucial to put an end to Parliament’s ‘impotence’ in this area. Following the accession of Finland, Sweden and Austria, appropriations for the RTD programme should increase by 7% over the entire programme. Moreover, research could not just be managed; it had to be stimulated. The Commissioner, Mrs CRESSON, shared the concerns about proper administration of certain Council delegations with a view to ensuring that the increase in management and personnel expenditure was considerably lower than the overall increase in the research budget and she hoped that a compromise would be reached on this point. As regards the two amendments tabled by the Committee on Energy, the Commission could take over the amendment on the allocation of the supplementary funds between the two periods covered by the framework programme as part of the annual budgetary procedure. However, it rejected the second amendment, which sought to apply the 7% increase to the additional expenditure of ECU 700 million, as it would prefer to look at this issue during the debate on additional expenditure to be held in the last quarter of the year, in accordance with the established work programme.

Following from the trialogue of 29 November 1994 on adapting the financial perspective to take account of enlargement, the Commission proposed an automatic across-the-board increase of 7%. The Presidency noted that the Council - was in broad agreement on the need for an early decision based on an across-the-board increase in both programmes; - warmly welcomed the Commission’s commitment to concentrate the increase on research actions proper; any increase in administrative costs should therefore be limited and properly justified; - stressed that it was imperative that such a decision comply with the financial perspective, in particular heading 3, and not prejudice decisions to be taken later on the possible additional financing provided for in the framework programmes and due to be examined in due course.

The proposal for a decision aimed to increase the amounts for the fourth framework programme on research and technological development (1994-1998) following the accession of Austria, Finland and Sweden. It was proposed that the Community's maximum total financial contribution be increased to ECU 11 819 million (compared to ECU 11 046 million), including ECU 5 447 million on an indicative basis for the period 1994-1996 and ECU 6 372 million for the period 1997-1998. The distribution of the amounts (in millions of ecus) between the four activities was thus as follows: - Activity I (RTD programmes): 10 092; - Activity II (international cooperation): 578; - Activity III (dissemination and optimisation of results): 353; - Activity IV (training and mobility): 796. �
