The rapporteur had re-tabled two amendments that neither the Council nor the Commission had taken over at first reading. These established special provisions for transport through mountainous areas such as the Alps and maintained aid for combined transport irrespective of the deadlines set for the expiry of the previous regulation (Regulation (EEC) No 1107/70). While confirming his availability for an exchange of views in order to define a legal framework favourable to the operation of combined transport, Commissioner Kinnock stated that he could not accept the two amendments as they were inappropriate.

The common position of the Council on the proposal for a regulation amending Regulation 1107/70/EEC on the granting of aids for transport by rail, road and inland waterway closely follows the Commission's modified proposal, in particular as regards: - extension of the current system to 31 December 1997; - combined transport services transiting Austria; - simplification of the monitoring of aid. The common position includes the sense if not the wording of the European Parliament's amendments seeking to: - stress the need to support environment-friendly modes of transport; - justify maintaining the current aid mechanism since the common transport policy has not yet created the conditions for healthy competition between modes of transport and railway companies have not yet achieved financial equilibrium. The Council has not accepted the amendments seeking to: - make provision for aid for combined transport operating costs to be granted not only to certain third countries but also to Member States and therefore stressing the need to develop a new concept for combined transport in the mountainous regions of the Community; - pay special attention to future combined transport aid to be granted to the new Member States. �

The rapporteur, Mr Tamino (Greens, I), called for the two-year extension to Regulation (EEC) No 1107/70 to be implemented as soon as possible; given the urgency of the situation he recommended that Parliament should vote against its own Amendments Nos 4 and 5. Commissioner Kinnock declared that he could accept Amendments Nos 1 and 2, as they were in keeping with the principles of the Community action. As regards Amendments 3 and 4, these were unacceptable because they contained proposals that went beyond the measures envisaged under the Regulation itself. The Commissioner also rejected Amendments Nos 5 and 6, since the reference to measures provided for under Article 4 of the current Regulation had become completely obsolete.

Pending receipt of Parliament’s opinion, the Council discussed the proposal for the continuation until 31 December 1997 of the present arrangements for temporary aid for combined transport. The period of validity of Regulation (EEC) No 1107/70 on the granting of aids for transport by rail, road and inland waterway would thus be extended by two years. The Commission considers it necessary, if proper competition between modes of transport is to be restored, to continue to authorise aid for combined transport since the unequal distribution of infrastructure charges to different modes and the inadequate allowance made for external costs operate against rail and inland waterway transport and therefore against combined transport. The discussion showed that the Council was broadly in favour of the proposal. The Permanent Representatives Committee will continue examining the proposal in the light of Parliament’s opinion with a view to the adoption of the Regulation at the earliest opportunity.

OBJECTIVE: to authorize Member States to grant aid for combined transport services, subject to the competition policy procedures contained in the Treaty, and to cover the various categories of aid, depending on the situation in each Member State. CONTENT: the proposal for a regulation: - extends until 31 December 1997 the enacting terms of the aid scheme for combined transport (including intermodal terminals), as provided for in Regulation (EEC) No 70/1107, i.e. the possibility of granting state aid for infrastructures, transshipment equipment, combined transport equipment and, in certain cases, running costs; - amends the scope of aid for running costs, which is now restricted solely to services which cross Switzerland or the countries of the former Yugoslavia (Austria having now joined the European Union); - simplifies the monitoring of aid by making the procedures less complicated.�
