    Taking into consideration the legislative amendments which have been introduced to Directive 70/457/EEC since the initial proposal and the amended proposal for codification of the Commission from 1998 as well as the results of the work which took place within the Council, the Commission has decided to present a second amended proposal for codification of the Directive in question.�

    This amended proposal aims to take account of the outcome of work already carried out in the Council on the proposal for a directive to codify Directive 70/457/EEC on the common catalogue of varieties of agricultural plant species. This amended proposal also takes account of amendments purely of form or wording by the Consultative Working Party of Legal Services set up under the Interinstitutional Agreement of 20 December 1994 on an accelerated working method for official consolidation of legislative texts, where these are considered justified. �

    OBJECTIVE : the proposed consolidated version of Council Directive 70/457/EEC of 29 September 1970 on the common catalogue of varieties of agricultural plant species forms part of a much larger programme of consolidation of the provisions on seeds and propagating material for agriculture, horticulture and forestry. It aims at legislative consolidation. The existing directives will be replaced by one new one which will leave their substance untouched but will assemble them into a single text, with only the formal amendments required by the operation itself. This codified text will serve as a basis for future legislative developments in this field. �
