In its recommendation to the Council on the results of the stability pact in Europe, the European Parliament acknowledged the beneficial effects of the pact in instituting dialogue with the countries in question but stressed a number of points which would improve the objectives of the pact. In particular, the Council should: - ensure that the stability pact in Europe is monitored and use the political dialogue for which provision is made in the Europe Agreements, the partnership and cooperation agreements, in order to deal with problems of common interest multilaterally; - work within the CSCE in order to guarantee that regional round tables (which allow efficient dialogue between the states in question) continue; - continue its work in consultation with the Council of Europe in this area; - make plans to extend the method introduced by the stability pact to other sensitive zones (Caucasus, Balkans) and, possibly, to the Mediterranean, so that negotiations on a Mediterranean stability pact can be instituted with all the coastal states at the Euro-Mediterranean conference in November 1995.�

The Council held a discussion on the latest developments with regard to the Stability Pact process prior to the final Conference in Paris on 20 and 21 March. It took note of the final document as well as the Annex thereto to be submitted as they stood to the Conference for adoption. The Council also heard the Commission’s introduction concerning the measures to accompany the Stability Pact. The Council noted finally that, as matters stood, it seemed likely that the Union would achieve its aims at the Conference. If this favourable trend was to be consolidated a significant commitment would, however, be required in the coming weeks.
