The Commission proposal concerning the protection of calves was modified following the opinion delivered by Parliament. The Commission introduced the following amendments: - a reference to Declaration No 24 annexed to the final act of the Treaty on European Union which calls upon the European Institutions and on the Member States, when drafting and implementing Community legislation, to pay full regard to the welfare requirements of animals; - the addition of a new provision stipulating that any individual pens for calves (except those for the isolation of sick animals) should not have solid walls, but should have perforated sides which allow direct visual and tactile contact between the calves. �

Parliament adopted the report by Mr Raul ROSADO FERNANDES (UPE, P) on minimum standards for the protection of calves. In its amendments Parliament asked that no calf, in herds of more than ten calves, should be housed in an individual pen after the age of six weeks. It also asked, even after the complete adaptation of the pen for the obligatory group housing, on an exceptional basis and with certification from a veterinarian, for a number of animals to be housed individually on the grounds of health or welfare. The EP called for new provisions to apply to all holdings from 2005 (instead of 2008). �

OBJECTIVE: to amend Directive 91/269/EEC laying down minimum standards for the protection of calves so as to enable the calf COM to operate efficiently. SUBSTANCE: it is proposed in the draft Directive that the Council amend Directive 91/269/EEC in order to bring it into line with the recommendations of the Scientific Veterinary Committee regarding housing and prescribed space and allow sufficient time for farmers to adapt to the new situation. The new provisions should accordingly apply: - with effect from 1 January 1998 to all newly built or rebuilt holdings and all those brought into use after that date; and - with effect from 1 January 2008 to all holdings.�
