In adopting the common position, the European Parliament approved funding of ECU 15 million for the fourth framework programme of research as agreed with the Council. The supplementary funding is less than the amount of ECU 200 million initially called for by Parliament. However, the rapporteur welcomes the fact that appropriations for research to anti-personnel mines has been increased by ECU 6 million and that a further ECU 9 million has been earmarked for research in the field of non nuclear energy. At the same time, an amount of ECU 35 m has been earmarked for activities related to BSE-related illnesses. �

The rapporteur stated that the compromise reached was a symbolic victory for Parliament which could use this to support certain projects. However, he regretted that research expenditure had been restricted by the Council when the funds were available and blamed the attitude of those Member States in which research expenditure was in recession or at least in the doldrums. In answer, Commissioner Bangemann pointed out that Parliament would do better to accept the agreed increase in the research programme rather than cause further delays.

In adopting the report by Mr Rolf LINKOHR (PSE, D) on the adapting of the fourth framework programme in the field of research and technological development Parliament called for the maximum overall amount for Community financial participation in the fourth framework programme to be increased by ECU 200 million and not ECU 100 million as proposed by the Council. The maximum overall amount for Community financial participation in the fourth framework-programme would be ECU 11 964 million (instead of ECU 11 864 million). Of this amount ECU 5 449 million is provided for the period 1994/1996 and Parliament called for ECU 6 515 million rather than ECU 6 415 million to be provided for the period 1997/1998. With regard to the first activity (research, technological development and demonstration programmes), it proposed the following breakdown for the use of the additional ECU 200 million: - telematics applications : ECU 30 m. - information technologies : ECU 44 m. - industrial and material technologies : ECU 30 m. - environment and climate : ECU 14 m. - biotechnology : ECU 7.5 m. - biomedicine and health : ECU 16 m. - agriculture and fisheries : ECU 11.5 m. - transport : ECU 14 m. - energy : ECU 33 m. �

Regretting the Council’s attitude in accepting an increase of only ECU 100 million for the fourth programme (1994-1998), the rapporteur wanted the conciliation procedure to begin as soon as possible. Commissioner Cresson said that the Commission did not wish to endorse the amendments proposed by Mr Linkohr in the hope of encouraging a compromise between Parliament and Council. In this respect, the Commission, according to Mrs Cresson, intended to allow, in its preliminary draft budget for 1998, a sufficient margin to enable the budgetary authority to go beyond the ECU 100 million already shown in the 1997 budget. The Commissioner concluded that the financial supplement needed to be finalised quickly so that this could become operational and prevent any interference with the imminent proposal of the fifth framework programme.

The Council's common position is in line with the Commission's revised proposal of 13 November 1996 with regard to the maximum overall amount of ECU 100 million and the breakdown of the financial supplement between the various programmes and activities, namely: - transmissible spongiform encephalopathies (TSEs) : ECU 35 m.; - aeronautics : ECU 20 m.; - software and educational multimedia: ECU 12 m.; - intermodality of transport: ECU 12 m.; - environment/water: ECU 12 m.; - detection of landmines: ECU 9 m. With regard to the choice of activities which will benefit from additional funding, the Council has followed the Commission in dividing the funding between a smaller number of activities in order to achieve a critical mass and to have a significant effect on the areas of research selected. It has also taken over Parliament's amendments in this area in particular with regard to diseases associated with TSE, vaccines and anti-people landmines. With regard to TSEs the common position provides for the sum of ECU 35 million to cover both TSEs and vaccines/viral diseases. �

The amended Commission proposal incorporates a part of the amendments adopted by Parliament. The main amendments to the original proposal concern: - the insertion of an indicative breakdown of resources in Annex Ia; - additional information on the activities provided for in the field of educational multimedia: these must promote equal opportunities, meet the educational and training needs of the inhabitants of rural and outlying communities, and train citizens in the new information technologies. Particular attention should be paid to language problems and to the problems faced by the elderly and the disabled; - references to important Commission documents (White Papers on 'Growth, Competitiveness and Employment' and on Education and Training, Green Paper on Innovation, proposal for an amendment to the financial perspective presented in May 1996); - the methods of action of Task Forces: presentation by the Commission of a limited number of task forces on an experimental basis, with a view to considering ways and means of stepping up cooperation in certain R&D sectors; - improvement of methods for the management of programmes; - a restatement of the importance of competitiveness and sustainable development; - the award of a scientific prize (René Descartes prize) for outstanding European research work. �

In adopting the report by Mr Rolf LINKOHR (PSE, D), Parliament approved the Commission proposal aimed at increasing the total appropriation for the fourth RTD programme (1994-1998). Parliament called for the amounts earmarked for the fourth framework programme to be allocated as follows: - First activity (RTD programmes): ECU 10 570 million; - Second activity (Cooperation with third countries and international organizations): ECU 615 million; - Third activity (dissemination and optimization of results): ECU 392 million; - Fourth activity (stimulation of the training and mobility of researchers): ECU 792 million. Maximum overall amount: ECU 12 369 million. Also adopted was an amendment to insert a new Annex IIIa giving an indicative breakdown of resources allocated to priority themes and special projects. 1. Priority themes: - Aeronautics: ECU 155 million; - Educational multimedia: ECU 115 million; - Environmental RTD (water): ECU 110 million; 2. Special projects: - Location and destruction of mines: ECU 50 million; - Transport intermodality and interoperability: ECU 45 million. �

OBJECTIVE: release the contingency reserve earmarked in the budget for the Fourth R&TD Framework Programme. SUBSTANCE: The Commission is proposing to increase the budget for the framework programme by ECU 700 million, over and above the current budget of ECU 13.1 billion. That increase will take a number of factors into account: the stage reached in the framework programme, its contribution to the competitiveness of Union industry, a cost-benefit analysis, and trends in the Union's financial perspective. The Commission is proposing to earmark the appropriations in the contingency reserve for five key areas: aeronautics, the clean car, multimedia educational software, multimodal transport and environmental technologies (including water technologies and nuclear safety, particularly in Central and Eastern Europe). There is no proposal to increase the financial perspective. �
