  OBJECTIVE: to amend for the fourth time Regulation (EC) No 3699/93 laying down the criteria and arrangements regarding Community structural assistance in the fisheries and aquaculture sector and for the processing and marketing of its products. SUBSTANCE: the proposal aims to make three modifications to Regulation (EC) No 3699/93: - product promotion: reference should be allowed in marketing campaigns to the origin of a product or location of a processing procedure providing that recognition has been granted under Regulation (EEC) No 2081/92 on the protection of geographical indications and designations of origin for agricultural products and foodstuffs. The terms of eligibility of promotional measures should therefore be extended to include this specific aspect; - launching aids for producers' organisations: Article 13 of Regulation (EC) No 3699/93 should make reference to this type of assistance so as to ensure the legal and budgetary consistency of the financial aid granted to producers' organizations implementing a plan to improve the quality and marketing of their products; - confirmation of the budgetary conversion rate for the ecu (budgetary ecu): for the sake of clarity, the ecu accounting rate is the only one to be used for the FIFG since 1 January 1994. �
