summary
The European Parliament adopted the report by Mr Juan IZQUIERDO COLLADO on the interim Commission report establishing a multiannual programme for the development of Community statistics on research, development and innovation. Parliament confirmed its earlier positions and called on the Commission to establish a monitoring system which supplied detailed quantitative indicators. It also approved the Commission's initiative with regard to a legal basis for regular surveys and a data base and a specifically European bibliographic indicator. It considered it essential to remove the existing methodological differences between Member States in the preparation of science and technology statistics and to continue the endeavours towards achieving harmonization and comparability of data. Lastly it stressed the need for territorial indicators. �

OBJECTIVE: submission of interim report by the Commission pursuant to Council Decision 94/78/EC, Euratom establishing a multiannual programme for the development of Community statistics on research, development and innovation. SUBSTANCE: the Commission feels that in 1995 an overall positive assessment can be made. All the tasks mentioned in the decision have been completed or at least begun and progress has been made in the following areas in particular: improvement of the existing methodological framework; identification of statistical information available in the Member States; setting up of a European statistical information system; new data collection measures in the field of innovation statistics; development and application of basic statistical tools (processing of transmitted information). However, many problems remain unsolved. There are gaps particularly in the following fields: an analysis of the needs of main user groups such as the European Parliament; acquisition of data on private R&D funding; output and regional indicators; and use of registers and electronic interchange techniques. Progress is also needed on the analysis of existing data and the harmonization of available data. The Commission will attempt to eliminate these gaps as a matter of priority in the second half of the programme. In general, it supports new legislation to strengthen the process of harmonization in the field of R&D and innovation statistics. �
