In adopting the report by Mr Allan MACARTNEY (ARE, UK), the European Parliament approved the conclusion of Protocol I to the Agreement on Fisheries Relations between the Community and Latvia laying down the conditions relating to joint enterprises. It took the view that the protocol would be of mutual benefit to the Union and Latvia. It would constitute an element in the pre-accession strategy and consequently a positive view should be taken of any assistance to Latvia.�

OBJECTIVE: to apply Article 5 of the Agreement on Fisheries Relations between the European Community and Latvia and lay down the conditions relating to the setting-up of joint enterprises between Community and Latvian shipowners in the field of fisheries. SUBSTANCE: Article 5 of the Agreement on Fisheries Relations between the European Community and Latvia lays down that a protocol implementing the elements of a 'second-generation' Agreement must be concluded at a later stage (see Fiche de Procédure CNS96178). This protocol is designed to implement that article, laying down basic rules for the setting-up of joint enterprises between Community and Latvian shipowners. It also lays down the level of Community financial assistance with the setting-up of such enterprises (ECU 2.5 m for the three-year period of validity of the protocol). As regards the granting of licences, the integration of Community vessels through joint enterprises is not intended to increase the capacity of the Latvian fleet. Licences for Community shipowners which are parties in joint enterprises must therefore replace existing licences. The protocol lays down provisions concerning the setting-up of the joint enterprises themselves, particularly the criteria for selecting projects intended to result in the setting-up of enterprises, and the amounts of financial support to be paid to shipowners setting up enterprises. The criteria for the amount of support laid down in Annex II to the protocol relate to the type and age of vessels. All projects eligible for financial assistance are to be submitted to the joint committee for the EU/Latvia fisheries agreement, which will deliver an opinion and recommend projects for selection in the light of the following criteria (Annex I to the protocol): - fishing technology, - target species and fishing zones, - age of vessel, - previous experience of the Community shipowner and the Latvian partner in the fisheries sector. Only the parties may select projects for financial assistance.�
