    In its common position on the extension of the KAROLUS programme, the Council has incorporated as it stands the Commission?s amended proposal, which took on board almost all the amendments adopted by the European Parliament at first reading. In particular, the Council has incorporated the amendments relating to the budgetary planning of the programme (ECU 12.2 million over 7 years) and the overall number of participants in KAROLUS (i.e. 1,340 participants). Only the amendment concerning comitology (which had been rejected by the Commission in its amended proposal) was rejected by the Council.�

    In its amended proposal, the European Commission has accepted most of the amendments adopted by Parliament at first reading. These relate primarily to the consolidation of participation in the programme and to budgetary planning for KAROLUS: appropriations for KAROLUS for 1993-1997 will amount to ECU 7.7 million, appropriations for 1998-1999 will amount to ECU 4.5 million. The aggregate amount of ECU 12.2 million will correspond to a total of 1 340 participants. The Commission has not accepted Parliament's amendments concerning commitology. �

    In adopting the report by Mr Karl von WOGAU (PPE, D), the European Parliament has approved the two-year extension of the KAROLUS programme (exchange of officials). It has proposed the following changes to the budgetary planning of the programme: - appropriations for 1993-1997 to amount to ECU 7.7 million, - the budget for 1998-1999 to be fixed at ECU 4.5 million. The aggregate amount of ECU 12.2. million would correspond to an overall figure of 1 900 participants. Parliament also proposes changes to the committee arrangements, with an advisory committee replacing the one originally envisaged. �

    OBJECTIVE: to extend for two years (until December 1999), in its present form, the Karolus programme of exchanges between Member State administrations of officials responsible for implementing Community legislation, and to extend the programme to the Central and Eastern European associated countries and to EFTA countries which are EEA members and Cyprus. SUBSTANCE: Pending a complete overhaul of the programme, the Commission proposes extending the Karolus programme for two years (from 01.01.1998 to 31.12.1999), in accordance with the programme management committee's desire for a transitional period before the programme is altered. The extension can be carried out without any extra resources, as the amount laid down in Decision 92/481/EEC setting up the Karolus programme has not been completely exhausted. In parallel, the proposal calls for the programme to be extended to: - associated CEECs in accordance with the conditions laid down in the additional protocols to the association agreements concerning participation by these countries in Community programmes, - EFTA countries which are EEA members and Cyprus, on the basis of additional appropriations and in accordance with arrangements to be agreed with the countries concerned.�
