  In adopting the report by Mrs Encarnación REDONDO JIM NEZ (PPE, E), the European Parliament calls on the Commission to introduce a number of measures to assist potato producers. For the 1998/1999, 1999/2000 and 2000/2001 it proposes that a premium be allocated to undertakings producing potato starch per tonne produced in respect of the quantity of potato starch covered by the quota referred to in Article 2(1) provided they have paid the potato producers the minimum price referred to in Article 8(1) of Regulation (EEC) 1766/92 in respect of the total quantity of potatoes needed to produce starch up to the ceiling laid down in the quota. �

  OBJECTIVE: allocation of the three-year quota between starch producer Member States for the 1998/99, 1999/2000 and 2000/01 marketing years, on the basis of the Commission's report to the Council on the quota system for potato starch, by amending, to this end, Regulation 1868/94/EC. SUBSTANCE: the proposal for a Regulation renews the existing quotas for three years, taking account of the definitive inclusion in the quota for Germany of the reserve of 104 554 tonnes referred to in the original Article 2(1) of Regulation 1868/94/EC. Where necessary, any amounts utilised in excess of quota by starch producers in the Member States under the flexibility clause during the 1997/98 marketing year will be taken into account. �
