  In adopting its report drafted by Ms. Odile LEPERRE-VERRIER (ARE, F), the European Parliament approved the proposal for a Decision on the participation of Hungary in a Community programme within the framework of Community audio-visual policy. The Parliament stresses the need to encourage Hungary which has ratified the Council of Europe Convention on Transfrontier Television to continue applying to all enterprises in the audiovisual sector legislation which accords with European provisions. Hungary shall participate in any action under the Media II programme, subject to the following conditions : - adoption of a timetable for the adjustment of Hungarian legislation to European provisions and for the adoption of the acquis communautaire in the audiovisual field, particularly as regards the following aspects : definition of the status of broadcasting organisations programming of European works.�

  OBJECTIVE: opening of the MEDIA II programme to Hungary. SUBSTANCE: the proposal for a decision deals with the conditions and arrangements for the participation by this country in the Community MEDIA II programme of training for professionals in the audiovisual industry. By virtue of this draft decision Hungary will: - participate in all actions of MEDIA II under the same conditions for submission and selection of applications as apply to the Member States; - set up or make available national structures and mechanisms in order to implement its participation (in particular through the establishment of a MEDIA desk); - make a financial contribution to the Community's budget for its participation and covering the financial support to Hungarian participants, financial support for the operation of the MEDIA desk and the supplementary administrative costs related to the management of this programme by the Commission. Hungary's contribution is set at ECU 649 992 per year from 1998 (until 2000). However, Hungary is authorized to use part of its allocation of Phare resources to supplement the contribution from its national budget (up to 50% of the total contribution); - be associated with the monitoring of its participation in the programme in order to enable it to prepare for the Community decision-making process with a view to accession. The MEDIA II programme would be open to this country from 1998 to 31 December 2000. �
