  In adopting its report drafted by Ms. Ana PALACIO VALLELERSUNDI (EPP,E), the Parliament approved the resolution on a draft inter-institutional agreement on common guidelines for the quality of drafting of Community legislation. The Parliament was of the view that : - the drafting of clearer legislation is not only a technical concern but a substantive component of the pre-eminently political objective of bringing the European union closer to the general public; - the principle of legal certainty requires legislative texts to be clear so as to ensure that ordinary members of the public can understand exactly what their rights and obligations are; - poor quality Community legislation can be a cause of divergenet transposition in the Member States, and poor or insufficient harmonisation is contrary to the objective of integration.�
