    Adopting the report by Mr Philippe MONFILS (ELDR, B), the European Parliament approved the conclusion of a bilateral agreement between the Community and the Republic of Cyprus on the Republic of Cyprus' participation in a Community programme within the framework of Community audiovisual policy. In its amendments, the European Parliament welcomed the fact that Cyprus had transposed in full the directive "Television without Frontiers" (Directive 97/36/EC) into national law and had incorporated Community acquis in the audiovisual field. Parliament also stressed that consideration of Cypriot projects reflected the determination of the European Union to promote the European audiovisual sector while respecting cultural diversity. Moreover, participation by Cypriots in the training section of the MEDIA programme will enable the young generation of Cypriots to establish trans-European links that will play a role in future attainment of peace for Cyprus.�

    OBJECTIVE: in the framework of the pre-accession strategy, opening of the MEDIA II programme to Cyprus. SUBSTANCE: the proposal for a decision deals with the conditions and arrangements for the participation of this country in the Community MEDIA II programme for the training of professionals in the audiovisual industry. Under this proposal Cyprus would: - participate in all actions of MEDIA II under the same conditions for submission, assessment and selection of applications as those applicable to the Member States; - set up or make available the national structures and mechanisms needed for its participation (in particular through the establishment of a suitable MEDIA desk); - make a financial contribution to the Communities budget for its participation, covering the financial support to the Cypriot participants, financial support to the MEDIA desk (up to 50% of its running costs) and the supplementary costs of an administrative nature related to the management of this programme by the Commission. This contribution would be set at ECU 485 412 for the whole of the period concerned (1998-2000); - be associated with the monitoring of its participation in the programme in order to enable it to prepare for the Community decision-making process with a view to accession. The MEDIA II programme would be open to this country from 1998 to 31 December 2000. The Commission and Cyprus would also exchange information on and monitor the progress of legislative alignment in Cyprus in the audiovisual sector as regards Community law, within the framework of the Contact Committee provided for by Directive 97/36/EC. The aim would be for Cyprus to be integrated into the Community audiovisual policy at the moment of its accession to the Union. �
