By adopting the draft report, under consultation procedure, by MR. Maurizio Turco (TGI, It), the European Parliament accepts the proposal for a Council decision on the conclusion of an agreement between the European Community and Norway on the participation of Norway in the work of the European Monitoring Centre for Drugs and Drug Addiction. The report was amended in order to include clarification of the Centre's activities. It was stated that the Centre's operations should be relaunched by means of a comprehensive revision of Regulation 302/93/EEC on the establishment of a EUropean Monitoring Centre for Drugs and Drug Addiction in order to take account, inter alia, of the relevant opinions and resolutions of the European Parliament and the March 2000 evaluation report. With regard to the Management Board, it is stated that the rules governing it must be comprehensively revised in order to ensure that the Board plays an effective part in the performance of the main tasks assigned to it.�

PURPOSE: to enable Norway to participate in the work of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA). CONTENT: the draft agreement seeks to enable Norway to participate in the work of the EMCDDA. It contains provisions regarding its participation in REITOX (European Information Network on Drugs and Drug Addiction) and the establishment of a national focal point responsible for providing information on drugs and drug addiction in Norway and for communicating with other national focal points in the network. Norway's contribution to the Observatory's budget will be equivalent of 5.5% of the Union's subsidy, excluding the subsidy to the national focal points of the Reitox network. The estimated cost of additional work in the Centre when set against the contribution of Norway to the budget will result in no extra charge on the budget of the Union.�
