PURPOSE:\n amendment of Decision 90/424/EEC on expenditure in the veterinary field.
PROPOSED ACT:\n Council Decision
CONTENT: By\n this proposal, the Commission envisages therefore the necessary amendments of\n the current procedures governing the Community’s financial contribution\n towards veterinary measures in aquaculture animals, laid down in Council\n Decision 90/424/EEC, in order to take into account the proposals for a new\n aquatic animal health Directive and the European Fisheries Fund (see also CNS/2005/0153).
The current\n proposal envisages the following changes to Decision 90/424/EEC:
– to allow\n Member States to use the budget set up under Operational Programmes according\n to Title III of the European Fisheries Fund for the control and eradication\n of certain diseases in aquaculture animals;
– to ensure\n that the procedures for such financial support, is in line with the current\n procedures applicable to financial contribution for control and eradication\n of terrestrial animal diseases.
For further information concerning the financial implications of\n this measure, please refer to the financial statement.
\nThe committee adopted the report by Heinz KINDERMANN (PES, DE)\n approving the proposed Council decision amending Decision 90/424/EEC on\n expenditure in the veterinary field. It tabled one amendment - under the\n consultation procedure - stipulating that the Decision should apply from 30\n June 2007, rather than from 1 January 2007 as orginally proposed. MEPs argued\n that this would allow more time for the related decision on animal health\n requirements for aquaculture animals and the prevention and control of certain\n diseases in such animals (see factfile CNS/2005/0153) to be transposed\n following its adoption in mid-2006.
\nThe European\n Parliament adopted a resolution drafted by Heinz KINDERMANN (PES, DE),\n subject to one amendment, stating that the Decision shall apply from 30 June 2007, rather than 1 January 2007. (Please see the summary of 21/03/2006.)
\nPURPOSE: to\n amend expenditure in the veterinary field.
LEGISLATIVE\n ACT: Council Decision 2006/782/EC amending Decision 90/424/EEC on expenditure\n in the veterinary field.
CONTENT: the\n purpose of this act is to amend Council Decision 90/424/EEC on expenditure\n in the veterinary field. This Decision offers Community financing to the\n Member States for the eradication of certain animal diseases and for the\n eradication of infectious salmon anaemia (ISA) and infectious haematopoietic\n necrosis (IHN), both of which affect salmonides.
Since July\n 2006, two legislative acts have been adopted, which affect the application of\n this Decisions.
- \n The first refers to Council Directive\n 2006/88/EC on animal health requirements for aquaculture animals and\n products and on the prevention and control of certain diseases in aquatic animals.\n See CNS/2005/0153.
- \n The second refers to Regulation 1198/2006/EC on\n the establishment of the European Fisheries Fund (EFF). See\n CNS/2004/0169.
The amendments\n allow the Member States to allocate funds within the operational programmes\n drawn up in accordance with EEF and for the eradication of exotic diseases in\n aquaculture animals. Minimum control and eradication measures must conform to\n provisions set down in Directive 2006/88/EC.
In addition,\n the following elements have been added to Decision 90/424/EEC:
- \n ‘epizootic haematopoietic necrosis in fish\n (EHN),
- \n epizootic ulcerative syndrome in fish (EUS),
- \n infection with Bonamia exitiosa,
- \n infection with Perkinsus marinus,
- \n infection with Microcytos mackini,
- \n Taura syndrome in crustaceans,
- \n yellowhead disease in crustaceans.
This list may\n be amended or shortened to take account of progress.
The following\n is added to the Annex, Group I:
- \n ‘Spring viraemia of carp (SVC),
- \n Viral haemorrhagic septicæmia (VHS),
- \n Koi herpes virus infection (KHV),
- \n Infection with Bonamia ostreae,
- \n Infection with Marteilia refringens,
- \n White spot disease in crustaceans.’
APPLY FROM: 1\n August 2008.
