Details

PURPOSE : to mobilise the flexibility instrument to fund the reconstruction and the rehabilitation of tsunami affected countries.

LEGISLATIVE ACT : Decision 2005/707/EC of the European Parliament and of the Council on the mobilisation of the flexibility instrument in favour of the rehabilitation and reconstruction assistance to tsunami affected countries according to point 24 of the Interinstitutional Agreement of 6 May 1999.

CONTENT : this Decision mobilises EUR 15 million to finance aid for rehabilitation and reconstruction of the earthquake/tsunami affected countries (Indonesia, Sri Lanka and the Maldives) covered by heading 4 "External actions" of the financial perspective, under Article 19 10 04 "Rehabilitation and reconstruction operations in developing countries in Asia" of the 2005 budget.

The European Parliament adopted a resolution drafted by Reimer BÖGE (EPP-ED, DE) stating that, for the amending budget No 4/2005 to the general budget of the EU for the financial year 2005, the flexibility instrument will be used to provide the sum of EUR 15 000 000 in commitment appropriations.

This amount will be used for the financing of the aid for rehabilitation and reconstruction of the earthquake/Tsunami affected countries in Asia, covered by Heading 4 "External actions" of the financial perspective, under the article "Rehabilitation and reconstruction operations in developing countries in Asia" of the 2005 budget.

Parliament stressed that the mobilisation of the flexibility instrument provided for in point 24 of the Interinstitutional Agreement of 6 May 1999 was decided in December 2004 for 2005, as the necessary funding to face international crises since 2000 could not be provided within the initial ceilings of heading 4 of the financial perspective.

It criticised the Council's unwillingness to mobilise the flexibility instrument in the amount of EUR 98 million, as proposed by the Commission, which delayed adoption of the decision to mobilise the flexibility instrument.

The European Parliament adopted a resolution drafted by Reimer BÖGE (EPP-ED, DE) stating that, for the amending budget No 4/2005 to the general budget of the EU for the financial year 2005, the flexibility instrument will be used to provide the sum of EUR 15 000 000 in commitment appropriations.

This amount will be used for the financing of the aid for rehabilitation and reconstruction of the earthquake/Tsunami affected countries in Asia, covered by Heading 4 "External actions" of the financial perspective, under the article "Rehabilitation and reconstruction operations in developing countries in Asia" of the 2005 budget.

Details

PURPOSE : to mobile the flexibility instrument in favour of the rehabilitation and reconstruction assistance to Tsunami affected countries in 2004.

PROPOSED ACT : Decision of the European Parliament and of the Council (Interinstitutional Agreement).

CONTENT : t he Commission proposes to support the rehabilitation and reconstruction needs in the

earthquake/Tsunami affected countries (mainly Indonesia, Sri Lanka and the Maldives,)

during 2005 and 2006.

For that purpose, a total amount of EUR 350 million is proposed, of which EUR 170 million in 2005 and EUR 180 million in 2006.

For 2005, after thorough examination, the Commission considers that the part of the required response which can be delivered by redefining indicative and not yet committed programmes for the region in

agreement with the governments concerned amounts to EUR 60 million. In addition, the Commission intends to mobilize the Rapid Reaction Mechanism for EUR 12 million. Since the ceiling for Heading 4: "External actions" in 2005 is already exceeded by EUR 100 million, the remaining part (EUR 98 million), can only be financed by an additional deployment of the flexibility instrument, in accordance with the provisions of the I.I.A. of 6 May 1999.

It is therefore requested that the European Parliament and the Council adopt this proposal for

a decision.
