PURPOSE : to\n amend Council Regulation 104/2000/EC on the common organisation of the markets\n in fishery and aquaculture product.
PROPOSED ACT :\n Council Regulation.
CONTENT : the\n expenditure incurred in the implementation of Council Regulation 104/2000/EC\n on the common organisation of the markets in fishery and aquaculture products\n has been financed by the Guarantee Section of the European Agricultural Guidance\n and Guarantee Fund (EAGGF) laid down in Council Regulation 1258/1999/EC on\n the financing of the common agricultural policy. The Commission has implemented\n the budget related to this expenditure by shared management with the
Member States.
The new\n European Agricultural Guarantee Fund (EAGF) laid down in Council Regulation\n 1290/2005/EC on the financing of the common agricultural policy will replace\n the EAGGF Guarantee Section from 16 October 2006 in accordance with Article 3(2) of that Regulation. The EAGF will finance measures relating to fisheries\n markets by centralised management.
It is\n necessary to amend Council Regulation 104/2000/EC in order to enable the application\n of the EAGF as regards the financing of the expenditure relating to fisheries\n markets.
The Council is\n requested to adopt this proposal as soon as possible in order to ensure the continuity\n of the financing of the common organisation of the markets in fishery and aquaculture\n products.
\nThe committee adopted the report by its chairman, Philippe MORILLON\n (ALDE, FR), approving unamended - under the consultation procedure - the proposed\n regulation on the common organisation of the markets in fishery and\n aquaculture products.
\nThe\n European Parliament adopted a resolution drafted by Philippe MORILLON\n (ALDE, FR), approving the Commission’s proposal on the common organisation of\n the markets in fishery and aquaculture products. The resolution was adopted\n by 450 votes in favour to 18 against with 12 abstentions.

LEGISLATIVE ACT: Council Regulation\n 1759/2006/EC amending Regulation 104/2000/EC on the common organisation of\n the markets in fishery and aquaculture products.
CONTENT: a new Regulation\n setting up the European Agricultural Guarantee Fund (EAGF) was approved in\n 2005. (Regulation 1290/2005/EC. For a summary see: CNS/2004/0164.)\n The new Regulation replaces the 1999 Regulation on the financing of the\n common agricultural policy, to which certain aspects of Council Regulation\n 104/2000/EC on the common organisation of the markets in fishery and\n aquaculture products applied.
The purpose of this Regulation\n is to bring financial expenditure for fishery and aquaculture products in\n line with the new, 2005, EAGF Regulation. In summary, therefore, this\n Regulation amends Regulation 104/2000/EC by stating that:
- \n Expenditure incurred by the Member States under the terms of\n Regulation 104/2000/EC will be deemed to be expenditure referred to in provisions\n set out in the EAGF Regulation (1290/2005/EC).
- \n Financing will be granted to products from a stock or group of stocks\n only up to the limit of any quantities allocated to the Member State in question from the total volume of allowable catches for the stock or group of stocks\n in question.
