PURPOSE: to extend the programming period\n of restructuring programmes in the cotton sector and amending Regulation (EC)\n No 637/2008.
PROPOSED ACT: Council\n Regulation.
BACKGROUND: in its conclusions of 20 November 2008, the Council invited the Commission to propose modification of the\n Regulation (EC) No 637/2008, in order to extend the programming period of restructuring\n programmes in the cotton sector. The national restructuring programmes aim to\n aid the European cotton sector in view of the difficulties posed by the\n changed legal and market context. Specifically, the cotton ginning industry\n in some production areas is faced with considerably overcapacity.
CONTENT: Council Regulation (EC) No\n 637/2008 envisages 4-year restructuring programmes. However, in view of the\n substantial difficulties the sector is facing, Member States should be given\n the possibility of submitting an 8-year programme instead. An 8 year period\n would provide the possibility of launching a larger number of measures\n without increasing the annual budgetary envelopes.
Ginning factories not operated by their owners in the reference\n marketing year are excluded as beneficiaries from the measures provided in\n Council Regulation (EC) No 637/2008. The proposed technical modification\n ensures all ginning factories that operated in the reference period could be\n eligible.
FINANCIAL IMPLICATIONS: the proposal does\n not increase the annual budgetary envelope available to the Member States for\n the restructuring programmes, but it does provide Member States with the\n possibility of submitting a programme for a duration of 8 years, i.e. for the\n period 2010 to 2017. The level of the annual support to the restructuring\n programme was already fixed in Council Regulation (EC) No 637/2008 and\n remains unchanged. If Member States choose to submit an 8 year programme,\n their annual budgetary envelope will be automatically transferred to their\n national ceiling for direct payments, as determined in Annex VIII to\n Regulation (EC) No 1782/2003, in 2018.
\nThe Committee\n on Agriculture and Rural Development adopted the report drawn up by María\n Isabel SALINAS GARCIA (PES, ES) approving, under the consultation procedure,\n the proposal for a Council regulation amending Regulation (EC)\n No 637/2008 as regards the national restructuring programmes for the\n cotton sector.
The only\n amendment aims to clarify the true cause of the crisis facing this sector. It\n stresses that the reform that entered into force on 1 January 2006 led\n to a drastic fall in cotton production in Spain that has seriously\n jeopardised the sector's survival, resulting in the immediate restructuring\n of the ginning industry.
\nThe European Parliament adopted by 592 votes to 48 with\n 32 abstentions, a legislative resolution amending, under the consultation\n procedure, the proposal for a Council regulation amending Regulation (EC) No\n 637/2008 as regards the national restructuring programmes for the cotton\n sector.

CONTENT: the Council adopted by a qualified majority, with the United Kingdom delegation voting against, this Regulation amending Regulation (EC) No\n 637/2008 with a view to extending the programming period of national\n restructuring programmes in the cotton sector from 4 to 8 years. Council Regulation (EC) No 637/2008 envisaged 4-year\n restructuring programmes. However, in view of the substantial difficulties\n the sector is facing, Member States are given the possibility of submitting\n an 8-year programme instead, without increasing the annual budgetary\n allocation available to the Member States for restructuring programmes.
The level of\n annual aid for the restructuring programme has already been set by Council\n Regulation (EC) No 637/2008 and remains unchanged. If Member States choose to\n submit an eight-year programme their annual budgetary envelope will in\n 2018 automatically be transferred to their national ceiling for direct\n payments, in accordance with Annex VIII of Regulation (EC) No 1782/2003.
