PURPOSE: to\n mobilise the Flexibility Instrument in order to finance part of the European\n Economic Recovery Plan as well as the decommissioning of the Kozloduy nuclear\n power plant in Bulgaria.
PROPOSED ACT:\n Decision of the European Parliament and of the Council.
CONTENT: the\n Interinstitutional Agreement of 17 May 2006 (IIA)\n allows for the mobilisation of the Flexibility Instrument to allow the\n financing of clearly identified expenditure which could not be financed\n within the limits of the ceilings available for one or more headings of the multiannual\n financial framework.
For budget\n 2010, additional expenditure, beyond the ceilings of heading 1a is\n required.
It is therefore\n proposed to mobilise the Flexibility Instrument in accordance with point 27\n of the Interinsitutional Agreement.
The amounts to\n be mobilised are as follows:
· \n EUR 120 million towards the financing of\n projects in the field of energy in the context of the European\n Economic Recovery Plan;
· \n EUR 75 million for the decommissioning\n of the Kozloduy nuclear power plant.
\nThe Committee\n on Budgets adopted the report drawn up by Reimer BÖGE (EPP, ED) approving the\n proposal for a decision to mobilise the Flexibility Instrument in order to\n finance part of the European Economic Recovery Plan as well as the decommissioning\n of the Kozloduy nuclear power plant in Bulgaria.
In concrete\n terms, the decommissioning of the Kozloduy will continue after 2009 and\n require financing of EUR 300 million for the period 2010-2013. The two arms\n of the budgetary authority decided at the conciliation meeting of 18 November\n 2009 to mobilise the Flexibility Instrument to cover the necessary amount\n (see BUD\n 2009/2002).
The two arms\n of the budgetary authority agreed to mobilise the Flexibility Instrument to\n complement the financing in the 2010 budget in the field of energy in the\n context of the European\n Economic Recovery Plan, beyond the ceiling of subheading 1a, of:
MEPs welcome\n the agreement reached during the conciliation meeting on the use of the\n Flexibility Instrument but deplore the fact that the Commission presented the\n financing needs for Kozloduy only in Letter of amendment No 2/2010 (i.e.\n after Parliament's first reading). They consider that the late arrival of\n the proposal, which created an additional pressure on subheading 1a,\n considerably affected the dynamics of the negotiations on the 2010 budget and\n Parliament's ability to pursue its political priorities. However, they\n consider it essential to stick to the political commitments and thus to\n continue financing the decommissioning of Kozloduy in 2010.
MEPs point out\n that further financing of Kozloduy in 2011-2013 should be without prejudice\n to the financing of the existing multi-annual programmes and actions.
