The Council\n also took note of the Commission's report on Equality between women and men,\n 2010 (doc. 5056/10). This\n report focuses, in particular, on gender equality and employment as a way to\n stimulate economic recovery and growth; the reconciliation of work and\n private life; promoting social inclusion through gender equality; and\n preventing and combating gender-based violence. The report will be forwarded\n to the Spring European Council.
The Council also\n unanimously adopted a set of conclusions on the eradication of violence\n against women in the EU, following an exchange of views In adopting the\n conclusions, ministers called, inter alia, for:
During the\n debate, Ministers agreed that violence against women had no place in a\n civilised society and must be made a thing of the past. They stressed the\n need of better statistics, better coordination and the exchange of good\n practices.
Many ministers\n highlighted the importance of preventive measures, including\n awareness-raising campaigns, the protection of victims, including children,\n and of efficient sanctions against perpetrators. Underlining the importance\n of consistency between the Europe's internal and external actions, many\n ministers also argued in favour of continuing to address the problem of\n violence against women in the external policies of the EU.
While\n underlining the diversity of situations in different Member States, ministers\n also recognised that they faced similar challenges, including the widespread\n problem of domestic violence. They stressed that issues such as human\n trafficking also involved a cross-border dimension. It was therefore vitally\n important for Member States and the Commission to work together.
Ministers also\n stressed the importance of addressing problems such as female genital\n mutilation, forced marriages and so-called honour crimes.
Eradicating\n gender-based violence and trafficking is one of the priorities in the Commission's\n Roadmap for equality between women and men (2006-2010). Violence against\n women is also one of the critical areas of concern identified in the Beijing\n platform for action. The Commission also included \"Dignity, Integrity\n and an End to Gender-Based Violence\" among the principles listed in its\n recent \"Women's Charter\".
\nThe Committee\n on Women’s Rights and Gender Equality adopted the own-initiative report\n drafted by Ilda FIGUEIREDO (GUE/NGL, PT) on assessment of the results of the\n 2006-2010 Roadmap for Equality between women and men, and forward-looking\n recommendations.
Assessment\n of the 2006-2010 Roadmap: Members note that in\n the field of equal economic independence for women and men: (i) the employment\n rate among women has reached almost 60%, as set by the Lisbon employment\n targets: (ii) the Commission has made legislative proposals aimed at\n enhancing the reconciliation of work and private and family life; (iii) the\n integration of gender equality as a priority into Community education and\n training programmes, with the aim of reducing stereotypes in society.
However,\n progress still needs to be made as regards:
In addition,\n Members call for the strengthening of gender mainstreaming in the EU’s\n development, external and external trade policies to be continued.
At\n institutional level: Members propose that the\n EU’s new gender equality strategy constitute an agenda for action and a political\n commitment based on the Beijing Platform for Action and its achievements,\n bearing in mind that the human rights of women and girls form an inalienable,\n indivisible and integral part of universal human rights. They point out that\n it is still essential to pursue the current roadmap’s six priority areas of\n action. They propose that European funding should be granted for the new\n strategy for equality between women and men in order to facilitate its\n execution at European level.
The report\n maintains that the Council, after consulting Parliament, has to adopt\n the Commission’s proposed new gender equality strategy so as to give it\n greater political weight and provide fresh impetus for gender equality policy.\n It proposes that the Council, the Commission, and Parliament hold an annual\n tripartite meeting to review progress on the EU gender equality strategy.

Members stress\n the need to prevent the current financial and economic crisis, and future\n economic issues, from endangering what has been achieved so far in the field\n of gender equality, and to avoid the recession being used, as is\n already the case in some Member States, as an argument for scaling back\n gender equality measures, as in the long term this would hinder growth in\n employment figures, economic growth in the EU, higher tax revenue, rising\n birth rates and the promotion of gender equality.
Policy\n areas – aims: Members take the view that one\n priority should be to fight poverty by reforming the macroeconomic,\n monetary, social and labour market policies that are its root causes, with a\n view to guaranteeing economic and social justice for women, by reconsidering\n the methods used to determine the poverty rate and by pursuing strategies to\n promote fair distribution of income.
Members call\n on the Member States to analyse the effects of measures to combat the crisis\n on gender equality and call on the Commission to eliminate gaps in the\n areas covered in order to ensure the same level of legal protection against\n gender-based discrimination as against discrimination on the basis of race,\n and to improve legal protection and access to legal remedies for victims of\n multiple discrimination. Measures need to be taken as a matter of urgency to\n combat wage discrimination, whether by revising the existing\n directive, by drawing up phased industry-wide plans with clear-cut goals –\n such as narrowing the pay gap to 0-5% by 2020. They take the view that\n transparent wage composition should be standard practice with a view to\n strengthening the negotiating position of women workers.
Although\n Members welcome the fact that female employment in the EU is close to the\n target of 60% by 2010, they are adamant that a more ambitious figure of 75%\n by 2020 now needs to be set. They call for the position of especially\n vulnerable groups to be strengthened , such as an independent status for\n migrant women faced with domestic violence, individualised entitlements to\n pensions and other benefits for women with no or little labour market\n participation and a campaign to raise awareness of discrimination against\n transgender people and improve their access to legal remedies.
The report\n deplores the fact that women are under-represented in decision-making\n in both the business world and democratic processes, and insists that more\n ambitious measures are needed to boost the number of women sitting on boards\n of directors of companies and in local, regional, national and European\n public institutions.

The report\n emphasises that the new EU gender equality strategy and accompanying\n institutional mechanisms must be closely connected to the global agenda for\n women’s rights. It notes that this includes linking up with and supporting\n the new UN gender equality entity, which should combine policy and\n operational activities.
To conclude,\n Members recall their recent resolutions on preventing\n trafficking in human beings and on equality\n between women and men in the EU and call on the European institutions and\n the Member States to put greater emphasis on combating multiple\n discrimination, poverty and social exclusion and health inequalities.

Members take the view\n that transparent wage composition should be standard practice with a view to\n strengthening the negotiating position of women workers.
Although\n Members welcome the fact that female employment in the EU is close to the\n target of 60% by 2010, they are adamant that a more ambitious figure of 75%\n by 2020 now needs to be set. They call for the position of especially\n vulnerable groups to be strengthened , such as an independent status for\n migrant women faced with domestic violence, individualised entitlements to\n pensions and other benefits for women with no or little labour market\n participation and a campaign to raise awareness of discrimination against\n transgender people and improve their access to legal remedies.
The resolution\n deplores the fact that women are under-represented in decision-making\n in both the business world and democratic processes, and insists that more\n ambitious measures are needed to boost the number of women sitting on boards\n of directors of companies and in local, regional, national and European\n public institutions.

During the\n debate, Ministers agreed that violence against women had no place in a\n civilised society and must be made a thing of the past. They stressed the\n need of better statistics, better coordination and the exchange of good\n practices.
Many ministers\n highlighted the importance of preventive measures, including\n awareness-raising campaigns, the protection of victims, including children,\n and of efficient sanctions against perpetrators. Underlining the importance\n of consistency between the Europe's internal and external actions, many\n ministers also argued in favour of continuing to address the problem of\n violence against women in the external policies of the EU.
While\n underlining the diversity of situations in different Member States, ministers\n also recognised that they faced similar challenges, including the widespread\n problem of domestic violence. They stressed that issues such as human\n trafficking also involved a cross-border dimension. It was therefore vitally\n important for Member States and the Commission to work together.
Ministers also\n stressed the importance of addressing problems such as female genital\n mutilation, forced marriages and so-called honour crimes.
Eradicating\n gender-based violence and trafficking is one of the priorities in the Commission's\n Roadmap for equality between women and men (2006-2010). Violence against\n women is also one of the critical areas of concern identified in the Beijing\n platform for action. The Commission also included \"Dignity, Integrity\n and an End to Gender-Based Violence\" among the principles listed in its\n recent \"Women's Charter\".
\nThe Committee\n on Women’s Rights and Gender Equality adopted the own-initiative report\n drafted by Ilda FIGUEIREDO (GUE/NGL, PT) on assessment of the results of the\n 2006-2010 Roadmap for Equality between women and men, and forward-looking\n recommendations.
Assessment\n of the 2006-2010 Roadmap: Members note that in\n the field of equal economic independence for women and men: (i) the employment\n rate among women has reached almost 60%, as set by the Lisbon employment\n targets: (ii) the Commission has made legislative proposals aimed at\n enhancing the reconciliation of work and private and family life; (iii) the\n integration of gender equality as a priority into Community education and\n training programmes, with the aim of reducing stereotypes in society.
