The Committee on Budgetary Control adopted the\nown-initiative report by Jens GEIER S&D, DE) on budgetary\ncontrol of EU financial assistance to Afghanistan.
\nMembers recall firstly, that already in 2010,\nParliaments\nresolution on a new strategy\nfor Afghanistan had identified several points of concern in regard\nto the budgetary control exercised with regard to EU aid to\nAfghanistan. According to Integrity Watch, in 2009, bribes of over\n$1 billion were paid in this country. They also recall that, since\n2002, the Commission had allocated more than EUR 2 billion in\ndevelopment and humanitarian aid to Afghanistan and that it had\ndisbursed EUR 1.8 billion.
\nIn this context, Members highlight the benefits and\ndrawbacks of the different funding channels for providing aid to\nAfghanistan. In their view the Commission should envisage\ndifferent funding channels to diversify aid in order to address\nindividual needs. They call on the Commission to consider\nintroducing direct budget support in Afghanistan under rigorous\nand well-defined conditions as it is the best instrument for\nbuilding capacity in the Afghan administration. At the same time,\nthe Commission is invited to make potential future budget support\ndependent on rigorous and well-defined conditions which are clear\nand measurable.
\nMembers reiterate the oversight role of Parliament in\nthis context and call on the Commission to publish clear and\nstandardised reports which assess - in an objective and transparent\nway - progress and eventual obstacles encountered in regard to\nthese projects.
\nAccountability and oversight of EU funds in\nAfghanistan: Members deplore the\nweaknesses in project management in Afghanistan identified by the\nEuropean Court of Auditors (ECA). Among the weaknesses most\nfrequently encountered were:
\nTo address these weaknesses, Members call for the\nintroduction of several measures to ensure: i) the strengthening of\nfinancial and operational long-term sustainability; ii)\nencouragement of Afghan ownership of the project to the highest\npossible extent; iii) fraud and corruption risk factor to be\neliminated to the highest possible extent. They underline the\ncrucial importance for democracy of having a Supreme Audit\nInstitution which is financially and operationally fully\nindependent of the executive branch for the Commission to\nsuccessfully carry out control and monitoring tasks with the\nControl and Audit Office of Afghanistan.
\nMembers also stress the need to improve the\naccountability of aid channeled via UN Agencies in Afghanistan.\nThey recall that Parliament has repeatedly asked the Commission to\nimprove the transparency and accountability of UN-managed projects,\nespecially multi-donor trust funds, e.g. by introducing a\nStatement of Assurance. Members believe that further\nprogress is needed in order to improve reporting on the use of EU\nfunds. They call for enhanced transparency and accountability\ncombined with effectiveness and efficiency. They welcome the work\nundertaken by the International Organisation of Supreme Audit\nInstitutions (INTOSAI) which should serve as an inspiration to UN\norganizations in their methods of granting aid.
\nOnce again, Members recall that Parliament has long\nbeen asking for a European multi-donor trust fund, as a way\nof ensuring accountability to the highest possible extent for as\nlong as not all UN agencies managing multi-donor trust funds comply\nwith EU standards on transparency and accountability.
\nCoordination of aid efforts by the donor\ncommunity: noting that aid\neffectiveness and coordination of donor actions in Afghanistan are\nstructurally hampered by the fact that many donors have a tendency\nto aim for short-term results without sufficient alignment with the\nneeds of the people of Afghanistan, Members anticipate that the\ncreation of the EEAS (European External Action Service) will result\nin better coordination and interaction, as well as greater\ntransparency in the implementation of EU projects and the more\nsustainable and efficient use of EU funding. They call on the\nCommission to pursue further efforts to coordinate the aid not only\nwith the Member States but also with other international\ndonors.
\nChallenges for the future: noting the recent announcement of the United States\nof America that it is going to withdraw about one third of American\ntroops by the summer of 2012, Members underline the fact that a\nwithdrawal of troops could have a negative effect on the economy\nof Afghanistan. Several other\nchallenges are highlighted such as: i) the need to improve the\ncapacity and independent of the Afghan judiciary; ii) measures to\ncombat corruption that is undermining the countrys\nsocio-economic development; iii) combating waste, excessive\nintermediary and security costs, and overbilling; iv) strengthening\nthe countrys security; v) gender equality and womens\nrights.
\nForeign policy: Members\nconsider that the general purpose of EU development aid should be\nto assist in the long-term sustainable development of the\ncountry, including improvement of socio-economic standards,\nfacilitating job creation and proliferation of SMEs, strengthening\nthe educational sector and ensuring gender equality. The aid should\nfurther facilitate capacity-building in the public administration,\nstrengthen the rule of law and reduce corruption. They recommend that part of the financial assistance\nto Afghanistan be allocated to the five-year plan to phase out\nopium cultivation and replace it with alternative\ncrops.
\nNoting that a significant proportion of aid does not\nreach the intended beneficiaries( the people of Afghanistan),\nMembers point out that the EU and, in particular, the\nCommission/EEAS should have a leading role in improving donor\ncoordination, in close cooperation with other key donors such as\nthe US and Japan. They take the view that the European Union, as\none of the major donors of official development and humanitarian\nassistance to Afghanistan (more than EUR 2 billion between 2002 and\nthe end of 2010), has a particular responsibility to evaluate\nwhether those funds reach the intended recipients and improve their\nliving conditions.
