PURPOSE: to mobilise the EU Solidarity Fund to assist Poland, Slovakia, Hungary, the Czech Republic, Croatia and Romania following landslides and heavy flooding in 2010.

NON-LEGISLATIVE ACT: Decision 2011/286/EU of the European Parliament and of the Council on mobilisation of the European Union Solidarity Fund, in accordance with point 26 of the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management.

CONTENT: the Interinstitutional Agreement of 17 May 2006 allows for the mobilisation of the European Union Solidarity Fund, within an annual ceiling of EUR 1 billion, over and above the relevant headings of the financial framework.

On the basis of the request from Poland, Slovakia, Hungary, the Czech Republic, Croatia and Romania to mobilise the Fund, concerning disaster caused by landslides and heavy flooding, the European Parliament and the Council have decided to mobilise the European Union Solidarity Fund to provide the sum of EUR 182 388 893 in commitment and payment appropriations.

Details

The European Parliament adopted by 647 votes to 17, with 5 abstentions, a resolution approving the proposal for a Decision to mobilise the European Union Solidarity Fund.

This Fund shall be mobilised for a total amount of EUR 182 388 893 to assist Poland, Slovakia, Hungary, the Czech Republic, Croatia and Romania following landslides and heavy flooding in 2010.

Parliament recalls that the Interinstitutional Agreement on budgetary discipline and sound financial management foresees that where there is scope for reallocating appropriations under the heading requiring additional expenditure, the Commission shall take this into account when making the necessary proposal. It notes that the Commission, by calling for additional commitments and payments to cover the needs of the EUSF at this early stage of the year, found no possibility for redeployment nor reallocating within and between headings concerned. It proposes that it is ready to consider the overall situation of payments in the context of the outturn of the 2010 Budget.

It should be noted that, in parallel, the European Parliament adopted a draft amending budget (No 1/2011) the aim being to formally enter this budgetary adjustment into the 2011 budget (see BUD/2011/2022 ).

The Committee on Budgets adopted the report drafted by Reimer BÖGE (EPP, DE) in which it calls on the European Parliament to approve, without amendment, the proposal for a Decision to mobilise the European Union Solidarity Fund.

According to the proposal, the European Union Solidarity Fund shall be mobilised for a total amount of EUR 182 388 893 to assist Poland, Slovakia, Hungary, the Czech Republic, Croatia and Romania following landslides and heavy flooding in 2010.

Members recall that the Interinstitutional Agreement on budgetary discipline and sound financial management foresees that where there is scope for reallocating appropriations under the heading requiring additional expenditure, the Commission shall take this into account when making the necessary proposal. Details

PURPOSE: to mobilise the EU Solidarity Fund to asssist Poland, Slovakia, Hungary, the Czech Republic, Croatia and Romania following landslides and heavy flooding in 2010.

PROPOSED ACT: Decision of the European Parliament and of the Council.

CONTENT: the Interinstitutional Agreement of 17 May 2006 allows for the mobilisation of the European Union Solidarity Fund, within an annual ceiling of EUR 1 billion, over and above the relevant headings of the financial framework.

The conditions of eligibility to the Fund are detailed in Council Regulation (EC) No 2012/2002 .

On the basis of application for assistance from the Fund by Poland, Slovakia, Hungary, the Czech Republic, Croatia and Romania relating to the flooding disasters of May, June and July 2010, total estimates of the direct damage caused are as follows:

· Poland ("major disaster"): EUR 2 998 989 248;

· Slovakia ("major disaster"): EUR 561 133 594;

· Hungary ("major disaster"): EUR 719 343 706;

· Czech Republic ("neighbouring country"): EUR 204 456 041;

· Croatia ("neighbouring country"): EUR 153 039 303;

· Romania ("major disaster"): EUR 875 757 770.

In the light of the examination of the applications, and considering the maximum possible grant from the Fund as well as the scope for reallocating appropriations under the heading requiring additional expenditure, the Commission proposes to mobilise the European Union Solidarity Fund for a total amount of EUR 182 388 893 , to be allocated under heading 3b of the financial framework.

By presenting this proposal to deploy the Fund, the Commission initiates the simplified trilogue procedure, as required by Point 26 of the Inter-institutional Agreement of 17 May 2006, in view of securing the agreement of the two arms of the Budgetary Authority on the need to use the Fund and the amount required. The Commission invites each arm of the budgetary authority to inform the other arm and the Commission on its intentions. In case of disagreement by either of the two arms of the Budgetary Authority, a formal trilogue meeting will be convened.

The Commission will present a draft amending budget (DAB) in order to enter in the 2011 budget specific commitment and payment appropriations, as requested in Point 26 of the Interinstitutional Agreement of 17 May 2006 (see BUD/2011/2022 ).
