The Committee on Internal\nMarket and Consumer Protection adopted an own-initiative report by\nSimon BUSUTTIL (EPP, MT) on the Internal Market\nScoreboard.
\nThe report notes that the\npublication of the Internal Market Scoreboard has consistently\nhelped enhance the transposition of single market legislation by\nproviding objective and substantive data on transposition and\nimplementation of these rules by the Member States. Members\nconsider, nevertheless, that some Member States are still failing\nfully to meet their objectives of correct and timely transposition\nof European legislation into national law. In\nthis context, the Committee makes the following\nrecommendations:
\n1) Building the\nregulatory framework of the internal market: the report\nwelcomes the Internal Market Scoreboard and SOLVIT as important\ntools to monitor and identify problems in the transposition and\nimplementation of EU law, but also to identify gaps and bottlenecks\nin the single market.
\nMembers affirm that\nthe timely and correct transposition and implementation of\ninternal market legislation is a crucial prerequisite for the\nsuccess of the internal market. They call for the Council to commit\nto reducing the transposition deficit further and to set\ntougher more realistic transposition and implementation\ngoals for all Member States to fulfil.
\nThe report notes\nthat almost 50% of pending Internal Market infringement proceedings\nrelate to areas of taxation and environment. It calls\non the Member States to dedicate particular attention to better and\ntimelier transposition and implementation of EU rules in these two\nareas.
\nIt calls on the\nCommission, among other things, to:
\nThe report stresses that\nMember States should continue to further reduce transposition\ndelays in order to meet the 1% target. It insists that\nMember States formally accept a reduction in numerical targets\nlimiting the transposition and compliance deficit for national\nlegislation to 0.5% for the transposition deficit and 0.5% for\nthe compliance deficit respectively, and to ensure more\neffective application of infringement proceedings by means of\nnumerical targets relating to the stages of the procedure.
\nMembers consider that\nspecial attention and priority should be given to directives whose\ndeadline for transposition into national law has expired by more\nthan a year. They call on Member States to systematically\nprovide proper correlation tables setting out how internal\nmarket directives are applied in national regulations.
\n2) Delivering the internal market to businesses and\ncitizens: the report calls\non the Commission to find ways to increase\ncoordination and improve practical cooperation between existing\ntools such as SOLVIT, Your Europe Advice, the Enterprise Europe\nNetwork, European Consumer Centres, the European Employment\nService, IMI, the Europe Direct information network and the points\nof single contact to avoid duplication of efforts and resources and\nhence achieve more effective management. It calls on the\nCommission to propose ways of better integrating tools such as\nSOLVIT with the petitions process of the European Parliament.
\nEmphasising that the SOLVIT\nnetwork remains largely fragmented and underused, it calls on the\nMember States to ensure that SOLVIT centres are appropriately\nstaffed and that there is the necessary degree of coordination\nand communication with all levels of the national administrations,\nas well as with the different Commission services, to ensure that\ndecisions are implemented. It also calls on the Commission\nto report on the feasibility of providing Commission staff for the\nsingle live points of contact in each Member State, as well as to\nconsider the feasibility of giving SOLVIT a specific legal\nbasis.
\nThe report calls on SOLVIT,\nYour Europe Advice, the Enterprise Europe Network, European\nConsumer Centres and the European Employment Service to take note\nof the main concerns of citizens and businesses as articulated in\nthe Commission Staff Working Paper The\nSingle Market through the lens of the people: a snapshot of\ncitizens and businesses 20 main concerns,\nand to prioritise their work accordingly.
\nMembers also recommend further coordination between SOLVIT and the EU\nPilot in order to achieve better\ncoordination and exchange of good practices.
\nThe Commission is invited\nto:
\nLastly, Members call on the Commission and the Member\nStates to continue to engage and empower\nstakeholders by conducting regular Single Market Forums,\nsupplementing these with frequent visits to assess and promote the\nsingle market in the individual Member States.
\nThe European Parliament adopted by 607 votes to 37\nwith 11 abstentions, a resolution on the Internal Market\nScoreboard.

\nMembers affirm that the timely and correct\ntransposition and implementation of internal market\nlegislation is a crucial prerequisite for the success of the\ninternal market. They call for the Council to commit\nto reducing the transposition deficit further and to\nset tougher more realistic transposition and implementation\ngoals for all Member States to fulfil.
\nThe resolution calls on the Member States to dedicate\nparticular attention to better and timelier transposition\nand implementation of EU rules in the areas of taxation\nand environment, noting that almost 50 % of pending\nInternal Market infringement proceedings relate to these\nareas.
\nParliament calls on the Commission to ensure that\ninfringements of EU law are pursued swiftly by infringement\nproceedings.
\nAn amendment adopted in plenary asks the Commission to\nput in place a fast-track infringement procedure and to\nconsider establishing an independent body within the Commission\nresponsible for prosecuting cases of internal market infringements\nand pursuing infringement proceedings after obtaining the approval\nof the College of Commissioners.
\nThe Commission is also asked to:
\n\n· \nprovide support for Member\nStates in the transposition of EU law by developing new\ntools such as transposition guidelines and a transposition\nhelpdesk;
\n\n· \ntake effective action to reduce the\nduration of infringement proceedings and to report to\nParliament on such action;
\n\n· \nexplore new ways of ensuring timely and full\napplication of Court judgments and procedures by\nMember States;
\n\n· \nreport to Parliament on its application of\nArticle 260(3) of the Lisbon Treaty regarding the possibility for\nthe European Court of Justice to impose immediate fines at\nfirst instance in cases where Member States are found to have\nreneged on their obligation to transpose EU legislation.
\nParliament stresses that Member States should continue\nto further reduce transposition delays in order to meet the\n1% target. It insists that Member States formally accept a\nreduction in numerical targets limiting the transposition and\ncompliance deficit for national legislation to 0.5% for the\ntransposition deficit and 0.5% for the compliance deficit\nrespectively, and to ensure more effective application of\ninfringement proceedings by means of numerical targets relating to\nthe stages of the procedure.
\nMembers consider that special attention and\npriority should be given to directives whose deadline for\ntransposition into national law has expired by more than a\nyear. They call on Member States to systematically\nprovide proper correlation tables setting out how\ninternal market directives are applied in national\nregulations.
\n2) Delivering the internal market to businesses and\ncitizens: Parliament calls on\nthe Commission to find ways to increase coordination and improve\npractical cooperation between existing tools such as\nSOLVIT, Your Europe Advice, the Enterprise Europe Network, European\nConsumer Centres, the European Employment Service, IMI, the Europe\nDirect information network and the points of single contact to\navoid duplication of efforts and resources and hence achieve more\neffective management. It calls on the Commission to propose\nways of better integrating tools such as SOLVIT with the petitions\nprocess of the European Parliament.
\nEmphasising that the SOLVIT network remains\nlargely fragmented and underused, it calls on the Member States to\nensure that SOLVIT centres are appropriately staffed.\n It also calls on the Commission to report on the feasibility\nof providing Commission staff for the single live points of contact\nin each Member State, as well as to consider the feasibility of\ngiving SOLVIT a specific legal basis.

\nMembers also recommend further coordination\nbetween SOLVIT and the EU Pilot in order to achieve better\ncoordination and exchange of good practices.
\nThe Commission is invited to:
\n\n· \ncontinue its efforts to offer citizens and\nbusinesses an integrated virtual package of information\nand help services, particularly by further developing the Your\nEurope portal as the single online gateway to all information and\nhelp ;
\n\n· \ntake action to promote the Your Europe\nportal in national administrations and to develop\ncooperation between Your Europe and the websites of the national\nadministrations;
\n\n· \nencourage Member States to further strengthen\nthe points of single contact (PSC) and to provide\ncitizens with information in a clear and practical way, by ensuring\nand taking full advantage of synergies in the area of information\nat European level, such as 'Your Europe Advice';
