The\nreport, which was requested in the Single Market Act, deals with issues such as\nprofessional qualifications, social security, tax barriers, access\nto finance and on-line shopping.
\nThe key results in the latest Eurobarometer survey on\nthe Single Market show that many Europeans are not aware of the\nSingle Market and its benefits (35%). European citizens are, in\ngeneral, satisfied with the possibilities that the Single Market\noffers in terms of a bigger choice of products (74%), more jobs\n(52%) and fair competition (47%).
\nOn the other hand, the Single Market is perceived as\nonly benefiting big companies (62%), worsening working conditions\n(51%) and not benefiting poor and disadvantaged people (53%). 28%\nof those interviewed are considering working abroad in the\nfuture.
\nRemoving these obstacles and making the Single Market\nwork better can help boost growth and\nincrease trust in it. That is why the Commission is focussed on\neliminating these problems. In many of the problem areas\nidentified, work is already under way. For example, before the end\nof 2011, the Commission will set out proposals to modernise the\nsystem for recognising professional qualifications and to\nimprove access to public procurement opportunities.\nFollowing proposals from the European Commission in April 2011, the\ncosts for patents in Europe should be reduced by 80% in coming\nyears.

\nThe Committee on the Internal Market and Consumer\nProtection adopted the own-initiative report by Regina BASTOS (EPP,\nPT) on the 20 main concerns of European citizens and business with\nthe functioning of the Single Market in response to the Commission\nworking document entitled Single Market through the lens of\nthe people: a snapshot of citizens and businesses\n20 main concerns which followed Parliaments\nresolution of 20 May 2010 on a single market at the service of\nconsumers and citizens.
\nIt notes that there are still too many\nobstacles preventing Europeans from taking full advantage of\nthe existence of the single market, thus hindering the development\nof a sense of belonging to the same community, and that there is an\nurgent need to resolve these difficulties in order to allow\nEuropeans to benefit fully from their right to freedom of movement\nand the advantages resulting from membership of the EU.
\nMembers call on the Commission to present concrete\nactions and feasible proposals to resolve the issues identified as\nthe 20 main concerns of the citizens, stating that, in this\ntime of severe financial crisis, the EU needs to step up its\nefforts to eliminate barriers to the smooth functioning of the\nsingle market, in particular in sectors which can act as motors for\nsustainable growth, such as crossborder business and\nentrepreneurial activities, service provision, mobility, access to\nfinance and financial literacy.
\nThe report highlights several issues
\nVehicle registration: Members note that Parliament receives numerous\ncomplaints from citizens faced with cumbersome formalities, very\noften relating to the re-registration of their vehicles in another\nMember State and the associated additional costs. They call for:\n(i) full implementation of the principles of EU law on the\nregistration of cars in other Member States, (ii) a legislative\nproposal on the roadworthiness testing of motor vehicles, with a\nview to reducing the administrative burden for citizens and\nindustry; (iii) the mutual recognition of technical controls\nbetween Member States; (iv) the establishment of a European\ndatabase to centralise the technical data of all vehicles, in order\nto enable Europe-wide comparability and facilitate cross border\nvehicle registration; (v) minimising the financial cost to the\npublic of registering vehicles in another Member State, by avoiding\nunnecessary costs through a common approach.
\nProfessional qualifications: the committee recognises that increased mobility of\nqualified labour can contribute to making Europe more competitive\nand to this, feels it is necessary to adopt a modern framework\nfor the recognition of professional qualifications, by making\nuse of the Internal Market Information System (IMI) alert\nmechanism. \nMember States are asked to prioritise the correct\nand timely transposition of legislation relating to the Single\nMarket and to reduce levels of non-compliance. Members invite them\nto implement a Single Market test within the\nframework of their national legislation. Members make a series of\nrecommendations on implementation and particularly call on the\nCommission to apply zero tolerance to any discriminatory\nrules and practices by Member States in the field of employment\nwhich run counter to EU law, and to initiate appropriate\nproceedings without delay in the event of\nnon-compliance.

\nThe 20 main concerns report will form the basis for\ndiscussion at the Single Market Forum on 2-4 October. This\nForum is co-organised together with the Polish Presidency of the\nCouncil of the EU and the European Parliament and will bring\ncitizens, stakeholders and policy-makers at all levels of\ngovernment together to discuss the state of the single market. This\nwill be done in the framework of eight workshops and that will\ndebate some of the concerns identified such as: recognition of\nprofessional qualifications, posting of workers and fundamental\nsocial rights, and improving the functioning of the EU public\nprocurement legislation.
\nThe Committee on the Internal Market and Consumer\nProtection adopted the own-initiative report by Regina BASTOS (EPP,\nPT) on the 20 main concerns of European citizens and business with\nthe functioning of the Single Market in response to the Commission\nworking document entitled Single Market through the lens of\nthe people: a snapshot of citizens and businesses\n20 main concerns which followed Parliaments\nresolution of 20 May 2010 on a single market at the service of\nconsumers and citizens.
\nIt notes that there are still too many\nobstacles preventing Europeans from taking full advantage of\nthe existence of the single market, thus hindering the development\nof a sense of belonging to the same community, and that there is an\nurgent need to resolve these difficulties in order to allow\nEuropeans to benefit fully from their right to freedom of movement\nand the advantages resulting from membership of the EU.
\nMembers call on the Commission to present concrete\nactions and feasible proposals to resolve the issues identified as\nthe 20 main concerns of the citizens, stating that, in this\ntime of severe financial crisis, the EU needs to step up its\nefforts to eliminate barriers to the smooth functioning of the\nsingle market, in particular in sectors which can act as motors for\nsustainable growth, such as crossborder business and\nentrepreneurial activities, service provision, mobility, access to\nfinance and financial literacy.
\nThe report highlights several issues
\nVehicle registration: Members note that Parliament receives numerous\ncomplaints from citizens faced with cumbersome formalities, very\noften relating to the re-registration of their vehicles in another\nMember State and the associated additional costs. They call for:\n(i) full implementation of the principles of EU law on the\nregistration of cars in other Member States, (ii) a legislative\nproposal on the roadworthiness testing of motor vehicles, with a\nview to reducing the administrative burden for citizens and\nindustry; (iii) the mutual recognition of technical controls\nbetween Member States; (iv) the establishment of a European\ndatabase to centralise the technical data of all vehicles, in order\nto enable Europe-wide comparability and facilitate cross border\nvehicle registration; (v) minimising the financial cost to the\npublic of registering vehicles in another Member State, by avoiding\nunnecessary costs through a common approach.
\nProfessional qualifications: the committee recognises that increased mobility of\nqualified labour can contribute to making Europe more competitive\nand to this, feels it is necessary to adopt a modern framework\nfor the recognition of professional qualifications, by making\nuse of the Internal Market Information System (IMI) alert\nmechanism. It welcomes the introduction of a European Professional\nCard supported by the Internal Market Information System, and,\nhighlighting the success of the automatic recognition procedure\ncontained in Directive 2005/36/EC, calls for an assessment to be\nmade of the possibility of extending it to more\nprofessions.
\nBank accounts: Members note that European citizens\nhave found banks imposing a range of impediments and complex and\ndiscriminatory demands when they want to open a bank account, with\nthe result that 30 million European citizens have no bank\naccount and mobility is thus impeded. They stress that all EU\ncitizens who do not already hold a bank account in the Member State\nwhere they have lodged a request for one should have access to\nbasic banking services, and they call on the Commission to make\na legislative proposal to ensure consumer-friendly procedures for\nopening bank accounts across the Union.
\nGovernance: the\ncommittee reaffirms the need to strengthen cooperation and\ninteraction between Parliament, the Council, the Commission and\nMember States, so that citizens feel more included in the main\nprojects and day-to-day activities of the EU and so that EU action,\nwhere deemed necessary, is targeted and useful. Furthermore,\ndialogue with civil society is essential to restore confidence in\nthe single market. Members call on the Commission to:
\nInformation and communication: the report emphasises that there is a lack of\ninformation about the single market, which often means that\ncitizens and enterprises do not know or do not understand their\nrights and obligations, and do not know how to obtain the required\nanswers or assistance. It calls on the Commission to make use of\nall available technological resources in order to launch a\ndialogue with the citizens on the single market, by organising\ninteractive information campaigns, prioritising the 20 main\nconcerns, informing citizens and enterprises concerning the\nbenefits of the Single Market, practical and concrete solutions to\ntheir day-to-day problems, and their rights, and encouraging them\nto participate in the creation of a competitive, fair and balanced\nmarket, while also paying special attention to strengthening the\nPoints of Single Contact (PSCs). Members go on to make a series of\nrecommendations on the provision of information on energy bills,\nthe development of a single digital market, and right the European\nHealth Insurance Card (EHIC).
\nLastly, Members make a series of recommendations to\nthe Commission to:

\n\n· \ndevelop the Your Europe portal in\norder to turn it into a genuine digital one-stop shop\nproviding citizens and businesses with information about the single\nmarket;
\n\n· \nmake every effort to deliver a single, live\nonline point of contact for citizens and consumers, via its\noffices in each Member State;
\n\n· \nanalyse the involvement of local and regional\nauthorities in the strategy for expanding the Single Market\nInformation System;
\n\n· \nimprove the SME test so as to\nensure that it is applied consistently and coherently across all\nrelevant policy areas and is incorporated into the overall\nassessment of proposals.

\nLegislation/Transposition: Parliament recognises that although the number of\ninfringement proceedings initiated by the Commission has decreased,\nthere were still about 2 100 such proceedings under way at the end\nof 2010. It notes the large number of petitions\nreceived by Parliaments Committee on Petitions relating to\nthe problems citizens face within the internal market, particularly\nas regards the incorrect transposition or implementation of EU\nlaw.
\nMember States are asked to prioritise the correct\nand timely transposition of legislation relating to the Single\nMarket and to reduce levels of non-compliance. Members invite them\nto implement a Single Market test within the\nframework of their national legislation. Members make a series of\nrecommendations on implementation and particularly call on the\nCommission to apply zero tolerance to any discriminatory\nrules and practices by Member States in the field of employment\nwhich run counter to EU law, and to initiate appropriate\nproceedings without delay in the event of\nnon-compliance.
\nLastly, Members make a series of recommendations to\nthe Commission to:
\n\n· \nmonitor the 20 main concerns of citizens and\nbusinesses in relation to the Single Market after two years,\nand to update them, drawing up a table for each of the concerns\nhighlighted, indicating which actors are responsible for solutions\nto each of the root causes identified;
\n\n· \nfocus information campaigns during the European\nYear of Citizens 2013 on the areas of those concerns that relate to\nrights based on EU citizenship, since these, on the basis of the\nselection methodology of the report, truly reflect what matters\nmost to EU citizens in their everyday lives in the internal\nmarket;
\n\n· \nfind ways of amalgamating the EU Citizenship\nReport with the report entitled The Single Market through the\nlens of the people in future, so as to avoid duplication and\nconfusion and guard against the risk of decoupling problems from\nsolutions;
\n\n· \nensure that existing tools such as SOLVIT, the\nInternal Market Scoreboard, Internal Market Information System,\nYour Europe Advice and Your Europe are\neffectively interconnected so as to make it possible to monitor the\nproper and timely transposition of EU directives;
\n\n· \nevaluate the possibility of a European exchange\nprogramme for officials and other employees of regional and local\nauthorities;
\n\n· \nfacilitate access to microfinance facilities for\nthe setting-up and development of small businesses, particularly\nthose that intend to pursue cross-border operations.
\nLastly, Member States are asked to take whatever\naction is necessary to simplify the complex national\nadministrative procedures and ensure that workers, employers\nand other parties involved in a cross-border employment situation\nhave access to all required information on rights and obligations\nrelated to their employment, such as social security, including\nunemployment protection, health care and taxation rules. This\ninformation needs to be available, as far as possible in electronic\nform, before, during and after the mobility experience.
