The Committee on Womens Tights and Gender\nEquality adopted the initiative report by Iratxe GARCÍA\nPÉREZ (S&D, ES) on womens working conditions in\nthe service sector.

\nWomen who are immigrants or who belong to vulnerable\ngroups: Members reiterate their\nconcern about the situation of female immigrant and undeclared\nworkers in the service sector, in particular those employed in\nprivate households, as the vast majority work without a contract in\nprecarious employment. They urge such workers to report abusive\nworking conditions and call on the Member States to ratify without\ndelay ILO Convention No 189 on domestic workers. More generally,\nthey call on the Member States to consider introducing a special\nregime for the personal and household service sector in order\nto regularise the widespread phenomenon of undeclared work −\nwhich particularly affects women.
\nMembers also call on the Member States to adopt\npolicies on integrating vulnerable workers into the labour market,\nwith particular reference to low-skilled, unemployed, young and\nolder workers, people with disabilities, those with mental\ndisabilities and minority groups such as migrant workers and Roma,\nthrough targeted and tailored occupational guidance, training and\napprenticeship programmes.
\nBetter work-life balance: according to a survey published in 2012, 18% of\nworkers reported having a poor work-life balance. There is a need\nfor strengthened policies to reconcile work and family life and, in\nparticular, for an increase in free and quality social public\nservices. The active participation and involvement of men in\nreconciliation measures, such as part-time work, is crucial for\nachieving work-life balance. There should also be a greater degree\nof equality between women and men and more appropriate sharing of\nfamily and housekeeping responsibilities.
\nMembers urge the Council to break the deadlock\nwith regard to the adoption of the amendment to the pregnant workers\ndirective accepting the flexibility proposed by\nParliament so that Europe can make progress in protecting the\nrights and improving the working conditions of pregnant workers and\nthose who have recently given birth. They underline, in this\nconnection, the importance of effectively protecting motherhood and\nfatherhood by combating i) dismissal from employment during or\nafter pregnancy, ii) salary cuts during maternity leave, and iii)\ndowngrading of job status or remuneration upon return to\nwork.
\nViolence against women at work: Members stress the need to combat all forms of\nviolence against women in the service sector, including economic\nviolence, psychological and sexual workplace harassment, sexual\nabuse and human trafficking. They call on the Member States to take\nmeasures to combat the misuse of personal care services, such as\nmassage and saunas, to mask services of a sexual nature.
\nMore generally, Members call on the Commission and the\nMember States to guarantee the protection of social and\nemployment rights for the large number of mobile workers in the\nservice sector, and to combat all forms of exploitation and the\nrisk of social exclusion. To this effect, they call for a strong\nsocial dialogue and the involvement of employers and\nworkers representatives in setting EU priorities for the\nservice sector with regard to the protection of social and\nemployment rights, unemployment benefits and representative\nrights.
\nAusterity and its impacts on female\nworkers: lastly, Members note that\nthe economic crisis and so-called austerity measures have led to a\nreduction in gender equality measures and are an additional\nobstacle to the application of the principle of gender\nequality. They call on the Commission to collect data on the\nimpact of austerity measures on women in the labour market, with\nparticular emphasis on the service sector; emphasises the need for\ngreater recognition of the interdependence between social and\neconomic issues.
\n\nThe European Parliament adopted a\nresolution on\nwomens working conditions in the service sector. Members\nrecall that most of the female workforce is employed in the service\nsector, and in the EU in 2010 this proportion averaged 83.1%,\ncompared with 58.1% of the male workforce. Although this proportion\nmay appear high, it nevertheless, hides another reality: women tend\nto be disproportionately represented in the flexible and\npart-time employment market in comparison with the male\nworkforce. Members also stress that more women than men tend to be\nin more precarious jobs and that they are generally\nunder-represented in posts of responsibility.
\n\nWomens\nemployment: Members highlight that there is a strong horizontal segregation\nor gender-specific division of labour in the service sector with\nalmost half of women in employment being concentrated in 10 of\nthe 130 occupations listed in the International Standard\nClassification of Occupations drawn up by the International Labour\nOrganisation (ILO). They underline the importance of\nreducing occupational segregation in order to bridge the gender\nwage gap.
\n\nThey also point out that\nthere is also a concentration of women working in the public\nsector, where 25% of the active female population can be found,\ncompared with only 17% of the active male population, as well as\nthe fact that in this sector women are more vulnerable to loss of\nemployment on account of budget cuts. They call on Member States to\nensure that the public sector, which is characterised by\ntransparent and clear recruitment criteria and terms of promotion,\ndisplays an exemplary attitude regarding equal access to employment\nin the public service and especially to management\npositions.
\n\nParliament calls on the\nCommission and Member States to take concrete measures towards a\nfurther deepening of the market for services in order to develop\nits significant jobs potential.
\n\nFighting against\nstereotyping and the feminisation of certain sectors of\nwork: Members\nstress the importance of combating stereotypes and gender-based\ndiscrimination by adopting active policies to ensure that fewer\nwomen are associated with domestic work or teaching (sectors where\nthey are over-represented). Women also play a large role in the\nsocial care sector where there is less social prestige.
\n\nHighlighting the higher\nproportion of women working part-time (around 32% of the female\nworkforce compared with only 8.7% of the male workforce), Members\ndraw attention to the increasing prevalence of flexible working\nhours (weekend work, irregular and unpredictable working\nhours ) making it even harder for women to strike a balance\nbetween work and family life, especially single mothers. They\nemphasise that flexible working hours should be the\nworkers decision, and should not be imposed or\nenforced by the employer.
\n\nThe recurring issue of\npayment: Members\nstress the importance of ensuring decent working conditions coupled\nwith rights relating to, pay, health and safety standards,\naccessibility, career prospects, further training, sustainable\nsocial security and lifelong learning. They recall, once more,\nthat women earn on average 16.4% less than men in the EU\nand call for responsible measures to be taken in this field\nstarting with an evaluation of the reasons that can justify such a\ngap. Parliament recalls its resolution\nof 24 May 2012 on\nthe application of the principle of equal pay.
\nThe issue of training and upskilling: Members want women working in the services sector and\nbelonging to the most vulnerable groups to have access to permanent\nupskilling programmes and lifelong learning.
\nThey stress the importance of working to get more\nwomen into the research sector because, although women are\nresponsible for 80% of the world's purchasing decisions, most\nproducts are designed by men, including 90% of technical products.\nParliament believes that greater participation by women in\ninnovation processes would open up new markets and increase\ncompetitiveness. It also stresses the great potential for female\nentrepreneurship, and highlights the importance of microfinance\nas an instrument to support female entrepreneurs.
\n\nWomen in managerial\npositions: Members call for an end to the glass ceiling in\nthe public sector that prevents women from attaining positions of\nhigh responsibility.
\n\nThey also deplore the\nimportant presence of women in the informal economy and call\non Member States to develop policies aimed at turning precarious\nworkers in the informal economy into regular workers, for instance\nby introducing tax benefits and service vouchers.
