PURPOSE: to provide a few preliminary guidelines for\nreforming the promotion measures and information provision for\nagricultural products.

In this\ncontext, offering excellent products that meet stringent standards\nremains a priority but is no longer sufficient for durably\nsecuring a good position on the market.
\nThe European Union, which has extremely diverse,\nhigh-quality production and guarantees a high level of health\nsecurity, has all the resources necessary to benefit from the\nprojected growth of world demand as long as it highlights its\nstrengths through a better targeted and more ambitious promotion\npolicy. In addition, on the internal market, consumers should\nbe made more aware of the quality and diversity of the available\nrange of products.
\nWith this in mind, in-depth discussions were launched\nin July 2011, including a public debate, with the adoption of a\nGreen Paper on information\nprovision and promotion measures for agricultural products\nto serve as a flagship measure to reinforce the\ncompetitiveness of EU agriculture. The reflections presented in\nthis Communication are also based on the external evaluation\nreport, prepared in 2011, on the present promotion policy. The\nEuropean Parliament too expressed support for reinforcing promotion\nmeasures, in particular those aimed at quality products.
\nCONTENT: this Communication aims at increasing the\nadded value of the agri-food sector and its contribution to the\nEuropean economy by moving towards a European and global promotion\npolicy more focused on the commercial aspects of the\nsector.

Furthermore, cooperation between the economic players of\nthe different Member States contributes greatly to European\nadded value and to highlighting the diversity of European\nagricultural products.
\n(2) A more appealing and assertive\npolicy: the information and promotion\npolicy is also subject to administrative constraints. Programmes\nhave been submitted too timidly in third countries. In addition, it\nis not always easy to assess the range of actions, whose impact may\nnot be seen until later. It is therefore important to conduct\nmore appealing campaigns preceded, if necessary, by market\nanalyses, studies of consumer habits or pilot campaigns. In order\nto reinforce the cost-effectiveness of the future policy, each\naction will require a more systematic impact assessment to\nconfirm that the objectives set have indeed been met.
\n(3) Simpler management:\ninformation and promotion programmes are usually financed and\nmanaged on a tripartite basis (trade organisations, the Member\nState and the European Commission). In turn, trade organisations\nrely on implementing bodies such as advertising agencies to carry\nout the actions they have planned.
\nThe contributions to the Green Paper are often\nrequests to review the method used to select programmes and\nto make their planning and execution more flexible so changes can\nbe made during implementation. The contributions call for a more\nactive role for the Commission in drafting and coordinating\nmulti-country programmes, especially in third countries. At the\nsame time, the respective roles of the Member State and the\nCommission in following up and monitoring activities will be\nclarified in order to avoid duplication of effort and lengthy\nprocedures.

\nThe Committee on Agriculture and Rural Development\nadopted an own-initiative report by José BOVÉ\n(Greens/EFA, FR) on promotion measures and information provision\nfor agricultural products in response to the Commissions\ncommunication on the subject.
\nThe report supports the main objectives defined in the\nCommissions communication, namely to create higher European\nadded value in the food sector, a more appealing and assertive\npolicy strategy, simpler management and greater synergy between\ndifferent promotion instruments.
\nMembers consider that equal attention should be\ngiven to internal and external market promotion policy. They\nhighlight the fact that, on the internal market, general and\nsustained promotion is required in order to ensure that European\nconsumers are informed about the characteristics and added value of\nthe European agricultural products they find on the market. They s\ntress that, on the external market, there is a need to maintain and\nboost market share for European agricultural products and to target\nnew emerging markets in order to find new outlets for these\nproducts.
\nThe committee responsible however calls for the\nobjectives of EU promotion policy to be clearer and adequately\ndefined and stresses that promotion activities should cover all\nagri-food products that meet European quality standards. It\nconsiders that the budget for improved information and promotion\nmeasures should be significantly increased, taking account of\nthe most recent objectives of information and promotion policy,\nnotably for the horizontal promotion scheme. It also insists on the\nneed to organise comprehensive consumer information\ncampaigns in the EU and on external markets regarding\nproduction quality standards and certification systems.
\nLocal, regional, internal and external\nmarkets: Members note that the\nEUs\ninformation and promotion policy should have three main\nobjectives:
\n\n· \nin local and regional markets it should\nhighlight the diversity and freshness of products and the proximity\nbetween producers and consumers, with a view to the economic\nrevitalisation and social enhancement of rural life;
\n\n· \nin the internal market it should reap the full\nbenefits of the European area without borders and its 500 million\nconsumers, with a view to boosting production and stimulating the\nconsumption of European products;
\n\n· \nin external markets it should exploit the high\nstandards followed by the European production model in order to\nobtain greater value-added for the agri-food sector.
\nFor local and regional markets, the report proposes\nthat the European Commission develops short supply chains in\nlocal and regional markets, thereby creating new opportunities for\nfarmers and other producers in rural areas and for associations of\nfarmers and/or farmers and other operators in rural areas, and that\nit should design a broad set of instruments to promote the\ndevelopment of rural areas.
\nAs regards the internal market, Members propose that\nthe Commission does more to support the efforts being made by\nEuropean producers to acquire the necessary capacity to meet\nhigher consumer demand. They therefore call for the expansion of\nprogrammes geared to either markets or target products, and for the\nassociated promotion tools to focus on the specific characteristics\nof production standards, always highlighting the European\nproduction model and European quality systems in\nparticular.
\nWith respect to external markets, Members consider it\nis therefore vital to invest in promotion programmes. These\nprogrammes should be preceded by market studies in third countries,\nfor which co-financing should be available; believes that\nconsideration should also be given to the possibility of supporting\npilot projects in third countries that have been identified as\npotential new markets.
\nThe Commission is called upon to raise consumer\nawareness of the fact that European agricultural standards are\nthe most demanding in the world in terms of quality, safety, animal\nwelfare, environmental sustainability, etc., which affects the\nfinal price of the product. Consumers should be provided with\ntransparent information on how European products and their\ncharacteristics can be identified, in order to avoid the risk of\npurchasing counterfeit products.
\nOrigin and quality: Members believe that quality products are those that\nare linked to specific production methods, geographical origins,\ntraditions or cultural contexts. They call for a new\nlocal farming and direct salescheme to cover local\nquality products intended for consumption in the region where they\nare produced.
\nThe report takes the view that the indication of\nEuropean origin should prevail as the main identity in all\npromotion and information activities, both in the internal market\nand in third countries. Members consider it vital to ensure more\neffective protection for products subject to quality standards\nvis-à-vis EU trading partners. They call for the full\ninclusion of geographical indications and wider protection for them\nunder bilateral and interregional trade agreements and at World\nTrade Organisation level.
\nThe report also stresses the need to: i) amend the\nfunding framework provisions for the promotion of products subject\nto quality standards with a view to increasing EU financial\ninvolvement; ii) more active stimulation of the production and\npromotion of organic products; and iii) promote local products from\nmountain and island areas and to step up EU funding for this\npurpose.
\nLastly, the Commission is asked to:
\n\n· \ntake steps to encourage all Member States to\nplace greater emphasis on the educational character of national\nschool fruit and school milk schemes and to integrate the\nSchool Fruit and School Milk Schemes fully into the second pillar\nof agricultural support;
\n\n· \nassess the implementation in the EU market of\ninformation campaigns targeted at the adult population on the\nresponsible consumption of European quality wines.

At the\nsame time, the respective roles of the Member State and the\nCommission in following up and monitoring activities will be\nclarified in order to avoid duplication of effort and lengthy\nprocedures.
\n(4) Greater synergy between the different promotion\ninstruments: while the special features of the different sectors\nshould be kept in mind, it is desirable to seek linkages and\nsynergies that strengthen the promotion policy.
\nRegardless of the scheme, a common identity,\nincluding visual and content-related elements, would provide\nthese promotion activities with a stronger European identity and\nbetter
\nconsumer visibility and improve their\nperformance.
\nA variety of reform options for achieving an information and promotion policy that\nmeets the above objectives are set out, such as:
\nThese objectives will be examined during the impact\nanalysis process that will accompany and be used to justify the\nlegislative proposal to be adopted by the Commission before the\nend of 2012.
\nThe Committee on Agriculture and Rural Development\nadopted an own-initiative report by José BOVÉ\n(Greens/EFA, FR) on promotion measures and information provision\nfor agricultural products in response to the Commissions\ncommunication on the subject.
\nThe report supports the main objectives defined in the\nCommissions communication, namely to create higher European\nadded value in the food sector, a more appealing and assertive\npolicy strategy, simpler management and greater synergy between\ndifferent promotion instruments.
\nMembers consider that equal attention should be\ngiven to internal and external market promotion policy. They\nhighlight the fact that, on the internal market, general and\nsustained promotion is required in order to ensure that European\nconsumers are informed about the characteristics and added value of\nthe European agricultural products they find on the market. They s\ntress that, on the external market, there is a need to maintain and\nboost market share for European agricultural products and to target\nnew emerging markets in order to find new outlets for these\nproducts.
\nThe committee responsible however calls for the\nobjectives of EU promotion policy to be clearer and adequately\ndefined and stresses that promotion activities should cover all\nagri-food products that meet European quality standards. It\nconsiders that the budget for improved information and promotion\nmeasures should be significantly increased, taking account of\nthe most recent objectives of information and promotion policy,\nnotably for the horizontal promotion scheme. It also insists on the\nneed to organise comprehensive consumer information\ncampaigns in the EU and on external markets regarding\nproduction quality standards and certification systems.
\nLocal, regional, internal and external\nmarkets: Members note that the\nEUs\ninformation and promotion policy should have three main\nobjectives:
\n\n· \nin local and regional markets it should\nhighlight the diversity and freshness of products and the proximity\nbetween producers and consumers, with a view to the economic\nrevitalisation and social enhancement of rural life;
\n\n· \nin the internal market it should reap the full\nbenefits of the European area without borders and its 500 million\nconsumers, with a view to boosting production and stimulating the\nconsumption of European products;
\n\n· \nin external markets it should exploit the high\nstandards followed by the European production model in order to\nobtain greater value-added for the agri-food sector.
\nFor local and regional markets, the report proposes\nthat the European Commission develops short supply chains in\nlocal and regional markets, thereby creating new opportunities for\nfarmers and other producers in rural areas and for associations of\nfarmers and/or farmers and other operators in rural areas, and that\nit should design a broad set of instruments to promote the\ndevelopment of rural areas.
\nAs regards the internal market, Members propose that\nthe Commission does more to support the efforts being made by\nEuropean producers to acquire the necessary capacity to meet\nhigher consumer demand. They therefore call for the expansion of\nprogrammes geared to either markets or target products, and for the\nassociated promotion tools to focus on the specific characteristics\nof production standards, always highlighting the European\nproduction model and European quality systems in\nparticular.
\nWith respect to external markets, Members consider it\nis therefore vital to invest in promotion programmes. These\nprogrammes should be preceded by market studies in third countries,\nfor which co-financing should be available; believes that\nconsideration should also be given to the possibility of supporting\npilot projects in third countries that have been identified as\npotential new markets.
\nThe Commission is called upon to raise consumer\nawareness of the fact that European agricultural standards are\nthe most demanding in the world in terms of quality, safety, animal\nwelfare, environmental sustainability, etc., which affects the\nfinal price of the product. Consumers should be provided with\ntransparent information on how European products and their\ncharacteristics can be identified, in order to avoid the risk of\npurchasing counterfeit products.
\nOrigin and quality: Members believe that quality products are those that\nare linked to specific production methods, geographical origins,\ntraditions or cultural contexts. They call for a new\nlocal farming and direct salescheme to cover local\nquality products intended for consumption in the region where they\nare produced.
\nThe report takes the view that the indication of\nEuropean origin should prevail as the main identity in all\npromotion and information activities, both in the internal market\nand in third countries. Members consider it vital to ensure more\neffective protection for products subject to quality standards\nvis-à-vis EU trading partners. They call for the full\ninclusion of geographical indications and wider protection for them\nunder bilateral and interregional trade agreements and at World\nTrade Organisation level.
\nThe report also stresses the need to: i) amend the\nfunding framework provisions for the promotion of products subject\nto quality standards with a view to increasing EU financial\ninvolvement; ii) more active stimulation of the production and\npromotion of organic products; and iii) promote local products from\nmountain and island areas and to step up EU funding for this\npurpose.
\nLastly, the Commission is asked to:
\n\n· \ntake steps to encourage all Member States to\nplace greater emphasis on the educational character of national\nschool fruit and school milk schemes and to integrate the\nSchool Fruit and School Milk Schemes fully into the second pillar\nof agricultural support;
\n\n· \nassess the implementation in the EU market of\ninformation campaigns targeted at the adult population on the\nresponsible consumption of European quality wines.
