\nMembers urge governments not to cut or limit food\nsubsidies since these subsidies can limit the prevalence of\nhunger and improve nutrition in recipient households. They also\ncall for more transparency on the commodity markets to avoid price\nvolatility of agrarian raw materials.
\nCombating unemployment: Members indicate that unemployment rose by 27 million\nsince the beginning of the crisis in 2008 and that young people are\nparticularly badly hit. Once again, they express their support for\nthe global introduction of a financial transaction tax,\nwhich can be an innovative financing mechanism for development,\nultimately contributing to the universal fulfilment of economic and\nsocial rights. They encourage all Member States to support the EU\nbudget proposal for a financial transaction tax.
\nIn addition, Members call for:
\nFighting discrimination: Members call, as a matter of urgency, for the\nenforcement of policies and practices ensuring that more women\nenter the labour market. They reiterate the fact that education\nfor girls and women and gender empowerment are essential. Measures\nin favour of the aged are also called for, such as better access to\nhealthcare, as well as measures to combat human\ntrafficking.
\nPost-2015: Members\nrecall that 2015 is the date when the Millennium Development Goals\nwere to have been achieved, something which is unlikely to\nmaterialise. They consider that after 2015, priority should be\ngiven to the universal implementation of human rights, taking\ninto consideration the impact of the financial and economic crisis,\nnotably on the poorest and the most vulnerable. They call for\nfurther research and analysis on the impact of the financial and\neconomic crisis on various regions, including in the EU and in its\nrelations with third countries, in order to improve the development\naid policy responses.
\nLastly, they call on the Commission and the Member\nStates to provide financial support for the UN innovation\nlaboratory Global Pulse, which is working in this\nparticular context.
\nThe European Parliament adopted a resolution on the\nimpact of the financial and economic crisis on human\nrights.
\nIt recalls that not only economic and social rights\nbut also political rights are affected as reflected, in particular,\nby popular protests such as those which took place in North Africa\nand the Middle East in 2011. Although the impact of the crisis on\ncivil and political rights has yet to be fully evaluated, it is\nclear that it has magnified social unrest, leading sometimes to\nviolent repression.
\nThe crisis has also had an impact on development aid:\nthe EUs collective ODA decreased from EUR 53.5 billion in\n2010 to EUR 53.1 billion in 2011, bringing the EU ODA level to\n0.42% of GNI, down from the 2010 outcome of 0.44% of\nGNI.
\nIn this context, Parliament recalls its determination\nto defend and promote human rights and fundamental freedoms. These\nrights include the right to food, water, education, adequate\nhousing, land, decent work, health and social security. It\nreaffirms that while the global economic crisis poses a severe\nthreat to the fulfilment of economic, social and cultural (ESC)\nrights, there is no justification for states, whatever their\nlevel of income, to compromise on their obligation to respect\nfundamental human rights. In this perspective, particular\nattention needs to be paid to vulnerable groups, especially the\npoor, women and children.
\nMoreover, Parliament insists on the fact that the\nresponse to the crisis must include internationally coordinated\nmultilateral cooperation at both the regional and the\ninter-regional levels with a strong human rights-based approach at\nits core.
\nStrengthening European aid: in view of the crisis, Parliament emphasises the need\nto offer steady support to projects financed by the European\nInstrument for Human Rights and Democracy (EIDHR) for human rights\ndefenders. It urges the EU and its Member States to maintain and\ndeliver on their existing bilateral and multilateral ODA\ncommitments and on the targets identified, especially by\naddressing those areas which suffer from a lack of progress at\npresent (basic services, for example). It urges the Commission, the\nEEAS and the Member States to model crisis responses and\ndevelopment policy on a human rights-based approach, as set out in\nthe European Parliaments\nresolution on the Commissions Communication\nThe Agenda for change: the future of EU development\npolicy.
\nStressing the importance of policy coherence in\nrelation to development aid, Members reiterate that budget\nsupport to partner countries and all trade agreements should be\nconditional on respect for human rights and democracy in the\npartner countries. They take the view that donors and lenders\nshould, in particular, respond in a coordinated manner to reported\ncases of fraud and corruption. For their part, developing countries\nshould use trade preferences afforded by the EU within the\nGeneralised System of Preferences (GSP) framework in order to boost\ntheir economy, diversify their exports and improve their\ncompetitiveness.
\nFocus on the poorest countries: Parliament welcomes the\nrefocusing of the EUs aid towards least developed countries.\nIt calls on the international community to provide adequate\nassistance to governments in sub-Saharan Africa in order to prevent\nthe financial crisis worsening the humanitarian crisis in some\ncountries in the region.
