\nAnalysis of trends: Parliament highlighted the importance of monitoring\nand analysing long-term trends, as well as cooperating and\nnetworking with other actors, including the wider research\ncommunity, who are interested in similar issues in third countries.\nIt pointed out that, in line with the principle of subsidiarity,\nthe development of long-term socio-economic strategies and the\nimplementation of policies in the EU is the responsibility of a\nvariety of public organisations, such as the European\ninstitutions, government ministries, regional or local authority\ndepartments and specific agencies but that the economic and social\npartners, non-governmental organisations and other stakeholders\nalso play an important role.
\nESPAS: Parliament\nwelcomed specifically the outcome so far of the\nadministrative-level pilot project (2010-2011) and preparatory\naction (2012-2014) designed to develop a European Strategy and\nPolicy Analysis System (ESPAS), and strongly recommended that this\nprocess continue with the involvement of all relevant interest\ngroups. Such a system should involve staff from all the\nrelevant EU institutions and bodies, including the Committee of the\nRegions.
\nIn parallel, Parliament called for the resources to\nimplement this initiative as well as the governance rules for its\nmanagement (they insisted that ESPAS be steered and overseen by an\ninterinstitutional board which would comprise designated members\nand on which the European Parliament would be\nrepresented).
\nThe work of ESPAS should be carried out on an\nindependent basis.
\nStrategic report:\nlastly, Parliament considered that a permanent system aiming\nto provide regular analysis of medium- and long-term trends for the\nEU institutions in order to encourage a more strategic approach to\ndecision-making should include provisions for the submission\nof an annual strategic trends report to the institutions, in\nadvance of the State of the Union debate, and the publication of\nthe Commissions annual work programme in order to track and\nassess the changing pattern of long-term trends, and also to\nprovide specific input to the budgetary authority in the run-up to\nthe negotiation of a post-2020 Multiannual Financial Framework\n(MFF), as well as for any mid-term revision of the 2014-2020\nMFF.
