The Committee on Foreign Affairs adopted the\ninitiative report by Marietta GIANNAKOU (EPP, EL) on the EUs\nmilitary structures: state of play and future prospects.
\nMembers highlight the EUs insufficient\ncapacity to respond to international crises in a timely and\nefficient manner, in spite of its long-standing commitment to\npreserving peace, safeguarding human rights, preventing conflicts\nand strengthening international security in accordance with the\nprinciples of the UN Charter. They stress that it is in the\ninterest of the EU and the Member States to act coherently as a\nsecurity provider, not only within Europe, but also in the rest of\nthe world and especially in its own neighbourhood.
\nThey recall the EUs firm attachment to a\ncomprehensive approach to crisis management, integrating a wide\nspectrum of diplomatic, economic, development and, in the last\nresort, military means.
\nMembers regret that recent military operations in both\nLibya and Mali have demonstrated the lack of progress toward a\ntruly Common Security and Defence Policy and stress the need\nfor more coordination and cooperation at the European\nlevel.
\nCuts in military\nbudgets: Members reiterate their\ngrave concern at the continuing and uncoordinated cuts in national\ndefence
\nBudgets and reaffirm Parliaments recommendations\nto counter the negative effects of the crisis on military\ncapabilities at EU level through better coordination of defence\nplanning, pooling and sharing of capabilities. They urge the\nEU Member States and the Commission to take the necessary measures\nto facilitate the restructuring and consolidation of defence\nindustrial capacities, in order to reduce existing\novercapacities.
\nThey also call on the Vice-President of the Commission\n/ High Representative of the Union for Foreign Affairs and Security\nPolicy (VP/HR) to present proposals which will reflect the\nrecommendations of this resolution, and will include options\nfor advancing European cooperation in security and defence among\nthe Member States willing to do so.
\nImproving EU capability to plan and conduct military\noperations: Members note that, ten\nyears after the first autonomous EU-led military operation, the EU\nstill does not possess a permanent military planning and\nconduct capability. They recall that the current arrangements,\nwhich require ad hoc activation of a national headquarters,\nconstitute a purely reactive approach and do not provide resources\nfor the necessary advance planning. They therefore, once more, call\nfor the creation of a fully-fledged EU Operational\nHeadquarters within the European External Action Service\n(EEAS), if necessary through permanent structured cooperation. It\nshould be a civilian-military structure, responsible for the\nplanning and conduct of both EU civilian missions and military\noperations.
\nEnhancing the EU battlegroups: the Union's rapid\nreaction and stabilisation instrument: Members recognise the contribution of the EU\nbattlegroups to the transformation of Member States armed\nforces and regret the fact that the concept has not yet proven its\nutility as a rapid reaction instrument in operations. They consider\nthat the reviewed ATHENA mechanism for common costs of military\noperations still does not take adequately into account the\nspecificities of the battlegroup concept, and call for a\nsignificant expansion of the common costs for rapid reaction\noperations, up to a full coverage of costs when battlegroups are\nused, applying the costs lie where they fall\nprinciple. They also call on the VP/HR to make proposals with the\nview to adjusting the ATHENA mechanism to the specificities of the\nbattlegroups, if necessary through permanent structured\ncooperation.
\nThey invite the European Council to explore ways of\nstreamlining the political decision-making process at EU and\nnational level to make rapid reaction a reality.
\nFurther on, they encourage the development of\nbattlegroups as longer-term partnerships lasting beyond the\nstand-by period to maximise the military and economic benefits of\njoint procurement of equipment and services and of pooling and\nsharing. In their view battlegroups cannot be considered a\nuniversal crisis management tool.
\nMembers also call for the Helsinki Headline Goal of\n1999 of being capable of deploying 60 000 men in 60 days for a\nmajor operation to be achieved.
\nBuilding structures and capabilities to address key\ncapability shortfalls: Members regret\nthe absence of firm capability commitments by the Member States and\ncall on the Council to provide for the implementation of the\nrelated evaluation requirement. They call for a more structured\napproach to address key capability shortfalls at European\nlevel and in particular in the areas of key force enablers and\nforce multipliers such as intelligence, surveillance and\nreconnaissance (ISR) assets, strategic air lift, helicopters,\nmedical support, air-to-air refuelling and precision-guided\nmunitions. They also call for an evaluation of the establishment of\na permanent CSDP warehouse (with functions similar to the NATO\nSupport Agency) and, reiterate their call on the Member States to\nconsider joint ownership of certain expensive capabilities,\nnotably space capabilities, unmanned aerial vehicles (UAVs) or\nstrategic lift assets.
\nAt the same time, Members deplore the declining\nnational budgets for defence research and the fact that it is\nmostly fragmented along national lines.
\nIncreasing coherence in permanent multinational\nstructures of EU Member States: Members call for the strengthening of links between\nEurocorps and the EU Military Staff, and invite more Member States\nto join Eurocorps multinational structure.
\nStrengthening the European dimension in education,\ntraining and exercises: Members\nwelcome the progress in the European initiative for the exchange of\nyoung officers, inspired by the ERASMUS programme, and support\npooling and sharing initiatives in education and training. They\nstress the opportunity for common training and exercises\nprovided by the EU battlegroups. They draw attention to the\nneed to avoid potential overlaps with NATO, e.g. in the area of\ncyber security training.
\nIncreasing the benefits of EU-NATO\ncooperation: Members urge much closer\nand more regular collaboration at a political level between the\nVP/HR and the Secretary-General of NATO for the purposes of risk\nassessment, resource management, policy planning and the execution\nof operations, both civilian and military. They emphasise the\nimportance of NATO standards for European defence cooperation. They\nnote that the NATO Response Force and EU battlegroups are\ncomplementary, mutually reinforcing initiatives, which, however,\nrequire similar efforts from the Member States.
\nMoving the CSDP to a new level: Members encourage the Member States willing to do so\nto proceed, if necessary, in accordance with Articles 42(6) and 46\nTEU on permanent structured cooperation. This cooperation\nshould include, in particular, the following elements aimed at\nenhanced operational effectiveness:
