The European Parliament adopted a resolution on recent\ndevelopments in Egypt.
\nThe resolution was tabled by the S&D, EPP, ECR,\nGreens/EFA, EFD and ALDE groups.
\nParliament expresses its solidarity with the Egyptian\npeople in this crucial period of democratic transition in the\ncountry. It stresses the importance of holding free, fair and\ntransparent elections, and encourages the EU and its Member States\nto continue supporting and assisting the Egyptian authorities,\npolitical parties and civil society in their efforts to achieve\nthis goal. Members call on the Supreme Council of the Armed\nForces (SCAF) to allow independent observers to monitor the\nforthcoming presidential elections. They call on the VP/HR to\npromote the setting-up of a task force involving the European\nParliament to support the democratic transition process, in\nparticular as regards the holding of free and democratic elections\nand institution-building, including the development of an\nindependent judiciary.
\nParliament notes that the situation of NGOs in\nEgypt is alarming and that the offices of 10 foreign-funded\norganisations were searched and those organisations were\ninvestigated and then banned by the (SCAF) on 29 December 2011. It\ncalls for the criminal charges against the NGOs and political\nfoundations to be dropped immediately. The NGOs also stand accused\nof establishing and running offices in Egypt without government\nauthorisation, even though applications for registration made by\nthe organisations in accordance with the relevant rules have not\nbeen acted on by the Egyptian authorities for over five years.\nThese charges are the culmination of an escalating legal crackdown\non national and international NGOs in Egypt.
\nThe Egyptian authorities are asked to ensure that any\ninspections of domestic or foreign civil society organisations are\ncarried out on the basis of full transparency and impartiality, and\nin keeping with appropriate legal procedures and international\nstandards in the area of human rights and fundamental freedoms.\nSCAFs tactics constitute a severe violation of the right to\nfreedom of association, as provided for in Article 22 of the ICCPR.\nMembers want the Egyptian authorities to adopt a new law on\nassociation based on international human rights standards, in\nclose consultation with NGOs and human rights and pro-democracy\ngroups. They express full support for the commitment shown and the\nimportant and high-quality work carried out by these organisations\nin support of civil society and the Egyptian people in order to\npromote peace, democracy and human rights.
\nThe resolution goes on to deplore the considerable\nloss of life and the high number of injuries in Port\nSaid where at least 74 people were killed after clashes\nbroke out at a football match between Cairo club Al Ahly and local\nclub Al Masr. Parliament is concerned at accusations that the\nclashes were politically motivated, and calls on the Egyptian\nauthorities urgently to initiate an independent investigation of\nthe events of 1 February 2012.
\nLastly, Parliament expresses its strong support for\nreforms leading to the establishment of democracy, the rule of law\nand social justice in Egypt, in keeping with the will of the\nEgyptian people. It reiterates its call for the total lifting of\nthe state of emergency and stresses once again the importance of\ngood governance, the fight against corruption, and respect for\nhuman rights and fundamental freedoms in Egypt. Members stress once\nagain the need for supreme power to be transferred to a\ndemocratically elected civilian government as soon as\npossible.
