The European Parliament adopted by 505 votes to 61\nwith 31 abstentions a resolution tabled by the Committee on Foreign\nAffairs on the 2012 progress report on the former Yugoslav Republic\nof Macedonia. Parliament reiterates its call to the Council to\nset a date for the start of accession negotiations without further\ndelay, and regrets that, for the fourth consecutive year, the\nCouncil decided not to follow the recommendation of the Commission\nduring its last meeting on 11 December 2012 and has not yet opened\naccession negotiations. It considers that this further\npostponement is adding to the growing frustration of the country's\npublic opinion about the stalemate of the EU integration\nprocess and risks exacerbating domestic problems and internal\ntension.
\nGeneral considerations:\nParliament calls on the Irish Presidency to conduct intense\ndiplomacy to achieve a satisfactory outcome aimed at a Council\ndecision to open the negotiations before the end of June\n2013. It welcomes the country's overall constructive role as\nregards relations with other enlargement countries, and encourages\nthe continuing diplomatic exchanges between Athens, Sofia and\nSkopje. It stresses the importance of all sides demonstrating\nproper commitment to good neighbourly relations.\nParliament reiterates its position that bilateral issues should\nbe addressed as early as possible in the accession process and\nshould not be resorted to in order to hinder the EU accession\nprocess.
\nIt strongly believes that the start of negotiations\ncan itself be a game-changer, providing a positive\nimpulse and an effective instrument to further reforms, improve the\ndomestic situation, facilitate inter-ethnic dialogue and promote\nfavourable relations with neighbours.
\nParliament underlines the fact that the national\nparliament is a key democratic institution for the discussion\nand resolution of political differences and asks all the political\nforces in the country to act in this spirit, respecting its\nprocedures and the democratic values on which it was\nfounded.
\nIt also expresses deep concern at the tensions in\ninter-ethnic relations which have arisen during the year,\nstating that appropriate measures must be taken for historical\nreconciliation in order to overcome the divide between and\nwithin different ethnic and national groups, including citizens of\nBulgarian identity. Parliament offers recommendations to this\neffect, stressing the need for educational materials free of\nideological interpretations of history and aimed at improving\nmutual understanding.
\nThe name issue:\nParliament continues to regret that the inability to solve the\nname dispute has blocked the country's road to EU membership\nand agrees with the European Council that the name issue needs to\nbe brought to a definitive conclusion with no delay on either side.\nIt notes with concern the phenomenon of\nantiquisation. It strongly supports the efforts of\nthe UN special envoy to reach a commonly acceptable\nsolution.
\nPolitical criteria:\nParliament shares the Commission's assessment that the country\ncontinues to fulfil the political criteria. It calls for\nreinforcement of Parliament's oversight role vis-à-vis\nthe government and stresses also the need for further efforts\non:
\n\n· \nthe independence and impartiality of the\njudiciary;
\n\n· \nstrengthening of the anti-corruption legal\nframework, being concerned that corruption remains widespread\nboth inside the country and in the region as a whole;
\n\n· \npromoting freedom of information and\npluralism of the media. Parliament expresses concern that the\ncountry has fallen significantly in the Reporters Without\nBorders Freedom Index;
\n\n· \nstrengthening anti-discrimination\npolicies, especially those related to discrimination based on\nethnicity as well as on national identity;
\n\n· \nstrengthening civil society organisations\n(CSOs).
\nEconomic issues:\nParliament notes that public sector debt has increased, the quality\nof fiscal governance has deteriorated, the global economic downturn\nhas had a negative effect on foreign direct investment to the\ncountry, and that unemployment continues to be very high, with\nyouth unemployment one of the highest worldwide.
\nRegional and international cooperation: Members underline the importance of regional\ncooperation in line with the European agenda and European values\nand call for further progress in this regard. They reaffirm that it\nis important for the EU to pursue the accession of all countries in\nthe region without exception.
